LA DISINFORMAZIONE in EX JUGOSLAVIA E IN KOSOVO1

Il linguista statunitense Noam Chomsky, nel saggio “Les illusioni necessarie”, scrive che, nei regimi democratici, le illusioni necessarie non possono essere imposte con la forza. Devono essere istillate nella testa della gente con mezzi raffinati…

E per creare “le illusioni necessarie” è necessario creare degli scenari credibili. Impiegare una comunicazione aggressiva e avere l’aiuto dei media: in due parole inventare la storia, propagare una disinformazione più credibile della realtà. La disinformazione si sviluppa attraverso la menzogna o l’omissione. In effetti è un nuovo modo di fare la guerra: è la guerra mediatica.

Nell’ ex Jugoslavia i Serbi sono caduti nella trappola della guerra mediatica, che è riuscita a far loro perdere ogni credibilità e li ha totalmente isolati sul piano internazionale. Non si può parlare della disinformazione in Kosovo senza ricordare quanto è successo in ex Jugoslavia prima, di cui il dossier Kosovo ne è una conseguenza.

L’eccellente lavoro di agenzie di comunicazione come Ruder&Finn Global Public Affaire, Hill&Knowlton, Saachi&Saachi, McCann&Erickson et Walter Thompson (queste ultime collaborano spesso con la CIA) è riuscito a creare l’immagine di vittime da un lato e di carnefici dall’altro, sia in Iraq che nell’ex Jugoslavia, e a minimizzare l’orrore della guerra con la formulazione di slogan come “guerra umanitaria”, “azione di polizia internazionale”, “danni collaterali”. L’agenzia di comunicazione impiega una tecnica operativa, spesso mortale, tendente a piazzare il governo cliente in posizione vantaggiosa agli occhi del mondo. Gli schemi sono ripetitivi. Una campagna di martellamento diffamatorio viene lanciata nella stampa, dove una serie di rivelazioni ignobili sul comportamento della parte avversa crea un pregiudizio negativo che si ancorerà profondamente nell’inconscio collettivo. Un esempio: l’immagine del musulmano scheletrico dietro il filo spinato è rimasto istituzionale per rappresentare i nuovi nazisti. In realtà si trattava di un campo di rifugiati a Tiernopolje nella Bosnia serba, dove la gente era libera dei suoi movimenti. Infatti, l'équipe della televisione britannica ITN, che ha fatto lo scoop, si trovava dietro il filo spinato e aveva piazzato gli uomini intorno al luogo cintato dove stava per proteggere il suo materiale dai furti. James Harff, all’epoca direttore della Ruder Finn Global Public Affairs, in un'intervista con il giornalista francese Jacques Merlino, riportata nel suo libro(Les vérités yougoslaves ne sont pas toutes bonnes à dire), parlando dei clienti nella ex Jugoslavia, della strategia e dei successi raggiunti, diceva: "Fra il 2 e il 5 agosto 1992, il New York Newsday é uscito con la notizia dei campi. Abbiamo afferrato la cosa al volo e immediatamente abbiamo messo in contatto tre grandi organizzazioni ebraiche: B'nai B'rith Anti-Defamation League, American Committee e American Jewish Congress (...) l'entrata in gioco delle organizzazioni ebraiche a fianco dei bosniaci fu uno straordinario colpo di poker. Allo stesso tempo abbiamo potuto nell'opinione pubblica far coincidere serbi con nazi (...) Il nostro lavoro non é di verificare l'informazione (...) Il nostro mestiere é di disseminare le informazioni, farle circolare il più velocemente possibile per ottenere che le tesi favorevoli alla nostra causa siano le prime ad uscire (...) Quando un' informazione é buona per noi, dobbiamo ancorarla subito nell'opinione pubblica. Perché sappiamo molto bene che é la prima notizia che conta. Le smentite non hanno alcuna efficacia (...) Siamo dei professionisti. Abbiamo un lavoro da fare e lo facciamo. Non siamo pagati per fare della morale. E anche quando questa fosse messa in discussione, avremmo la coscienza tranquilla. Poiché, se lei intende provare che i serbi sono delle povere vittime, vada avanti, si troverà solo (...)".

I servizi dell’agenzia Ruder &Finn Global Public Affairs sono stati assunti all’inizio del conflitto jugoslavo dalla Croazia, dai Musulmani della Bosnia Erzegovina e dall’opposizione del Kosovo. Nel frattempo i Croati, i Musulmani di Bosnia e l’opposizione del Kosovo godevano dell’appoggio di forti lobby degli USA, in particolare del senatore Robert Dole del Partito Repubblicano americano, e dell’aiuto della Germania. Bisogna anche aggiungere che i Musulmani bosniaci erano fortemente aiutati dall’Iran e dai Paesi arabi.

Nell’agosto 1991, la Repubblica di Croazia assume l’agenzia Ruder &Finn Global Public Affairs che difenderà l’immagine della Croazia nella crisi dei Balcani. Il suo contratto scadrà nel giugno 1992. Durante quel periodo il governo della Croazia approvò la nuova Costituzione, secondo la quale più di 600.000 Serbi e altre etnie si ritrovarono stranieri in patria. I Serbi furono obbligati ad abbandonare le loro case (40.000 nel 1992) o forzati a staccarsi dalla Croazia e a dichiarare l’indipendenza delle Kraijna a maggioranza serba. I media non hanno mai menzionato questo avvenimento. Hanno anche passato sotto silenzio il massacro della Sacca di Medak e di altri villaggi nel settembre 1993, la pulizia etnica e i massacri della Kraijna occidentale, il 1 maggio 1995, durante l’Operazione Flash e quelli della Kninska Kraijna, il 4 agosto 1995 durante l’operazione Storm, che ha provocato la partenza di circa 250.000 Serbi che non hanno mai più potuto far ritorno in Kraijna. Tutto questo avveniva con l’aiuto dell’Agenzia di mercenari US « Military Professional Resources » e l’occhiolino del Dipartimento di Stato Americano. Alcun media ha nemmeno menzionato o visitato i terribili campi croati di prigionia di Lora vicino a Spalato, di Tarcin o di Caplina fra gli altri.

Nel maggio 1992, la Repubblica musulmana di Bosnia impiega i servizi dell’agenzia Ruder&Finn Global Public Affairs che curerà la sua immagine internazionale e i contatti con i media. Il contratto terminerà nel dicembre 1992. A proposito di questo periodo si legge in “Offensive in the Balkans” di Yossef Bodansky a pagina 54: “Fin dall’estate 1992, c’erano state delle marcate provocazioni messe in atto dalle forze musulmane per sollecitare un maggiore intervento militare occidentale contro i serbi e, in misura minore contro i croati. Inizialmente queste provocazioni erano costituite principalmente da attacchi senza senso alla stessa popolazione musulmana, ma ben presto inclusero attacchi ad obiettivi occidentali e delle Nazioni Unite.(…) Investigazioni da parte delle Nazioni Unite e di altri esperti militari includevano fra queste azioni auto-inflitte la bomba della fila del pane (27 maggio 1992), la sparatoria alla visita di Douglas Hurd (17 luglio 1992), il tiro dei cecchini nel cimitero (4 agosto 1992), l’uccisione del presentatore e produttore televisivo americano della ABC, David Kaplan ( 13 agosto 1992) e l’abbattimento di un velivolo da trasporto dell’Aviazione Italiana G.222 in avvicinamento a Sarajevo (3 settembre 1992). In tutti questi casi le forze serbe erano fuori portata, e le armi usate contro le vittime non erano quelle lamentate dalle autorità musulmano-bosniache e dai ripetitivi media occidentali.”

Il governo di Sarajevo molto abilmente ottenne l’intervento definitivo degli USA e della NATO nell’agosto 1995, ma prima si è dovuto vedere sugli schermi le due granate sul mercato di Markale, il 6 febbraio 1994 (68 morti e 200 feriti), e il 28 agosto 1995 (37 morti e 86 feriti).

Sull’esplosione si esprimerà François Mitterand nel libro « L’année des adieux » a pagina 175 : «  E’ vero che ciò che cercano fin dall’inizio è l’internazionalizzazione, così necessaria, con delle provocazioni (…) Qualche giorno fa M. Boutros Ghali m’ha detto di essere sicuro che la granata caduta sul mercato di Sarajevo era una provocazione bosniaca».

Lord David Owen confermava la storia della granata bosniaca di Markale a pagina 260/261 del suo libro « Balkan Odyssey ».

Si racconta che il presidente Clinton, sotto pressione dei media e del senatore Dole avesse promesso ad Aljia Izetbegovic di fare intervenire la NATO se si fossero verificati più di 5000 morti. L’11 luglio 1995, Srebrenica fu la risposta. La tempesta mediatica fu terribile. Il fatto che la “zona protetta” – secondo il Consiglio dei Sicurezza dell’ONU disarmata – da dove la 28° divisione musulmana e il suo capo Naser Oric attaccava i villaggi serbi, uccideva, saccheggiava e rientrava nella città, non interessava la stampa. Nessuno s’informò sull’enorme numero di morti civili serbi nei villaggi intorno a Srebrenica e nella cittadina di Bratunac. Oltre 1500 morti serbi uccisi fra il 1992 e il 1995 sono passati sotto silenzio. I Serbi hanno sempre respinto l’accusa di aver giustiziato fra i 7000 e gli 8000 soldati musulmani, ricordando di aver mandato al sicuro in territorio musulmano le donne, i bambini e i vecchi, ma anche i soldati che avevano accettato di consegnare le armi. Nessun media ha investigato sulle ragioni della caduta della città protetta da 15.000 soldati musulmani attaccati da una forza molto inferiore e sul fatto che il comando in capo di Sarajevo avesse richiamato il comandante Naser Oric e 20 dei suoi migliori ufficiali lasciando la divisione senza guida. Alcun giornalista nemmeno investigò sullo svolgimento dei combattimenti e di queste morti. Bernard Kouchner racconta nel suo libro

«  Les guerriers de la Paix », che durante la sua visita al capezzale di Alija Izetbegovic morente, l’abile statista aveva ammesso che le cifre erano state gonfiate espressamente.

In Ottobre 1992, la Repubblica di Kosova, ovvero l’opposizione albanese del Kosovo, firma un contratto con l’agenzia Ruder&Finn Global Public Affairs per curare la propria immagine nella crisi balcanica e negli avvenimenti a seguire.

Questa regione, così controversa, si trova nel sud della Serbia e per secoli fu la terra dei Serbi. Chiamata Kosova dagli albanesi, per i serbi essa é Kosmet, contrazione di Kosovo “la piana dei merli”(kos) e Metohija “proprietà della chiesa” (metoh). 1300 chiese e monasteri di rara bellezza testimoniano il passaggio di religiosi e artisti provenienti da Costantinopoli a partire dal IX secolo. L’invasione ottomana, la presenza dell’Italia fascista e della Germania nazista hanno causato la fuga dei serbi in favore della minoranza albanese che con il tempo è diventata maggioranza.

Nel 1998 l’UCK era chiamata dalla stampa « terroristi », poi « guerriglieri » infine « combattenti per la libertà di Kosova », una regione che volevano strappare alla Serbia, secondo i principi della Lega di Prizren, fondata nel 1978, che aveva formulato per la prima volta il concetto di “Grande Albania” e che il 16 settembre 1943 rinasceva negli Stati Uniti.

Questa promozione dell’UCK ha dato un’immagine più accettabile al pubblico internazionale. Dopo la nuova definizione la milizia serba fu accusata di uccidere la gente nei villaggi albanesi nella caccia all’UCK. I media non spiegarono che l’UCK si nascondeva dietro ai civili albanesi che cercavano salvezza nei boschi e non raccontarono che venivano rapiti più Albanesi che Serbi e che questi Albanesi e questi Serbi venivano rapiti perché favorevoli al dialogo e che non si sarebbero più rivisti vivi.

Quando nel 1998 Slobodan Milosevic, presidente della nuova Jugoslavia accettò tutti i punti imposti da Richard Halbrooke (Kosovo Verification Mission: diminuzione delle forze serbe, controllo aereo della NATO, spiegamento di forze della NATO in Macedonia per proteggere i verificatori dell’OSCE), l’amministrazione Clinton aveva già la guerra nella sua agenda, bisognava accelerare il processo: uno scenario ormai conosciuto – dai falsi carnai con cadaveri di recupero di Timisoara, al tempo della liquidazione di Ceausescu si era ripetuto ogni volta fosse necessario sollevare l’indignazione pubblica – fu realizzato il venerdì 15 gennaio 1999.

I verificatori dell’OSCE in Kosovo avevano imposto alla milicija jugoslava di rendere loro conto di ogni operazione di polizia contro l’UCK, ma improvvisamente il pubblico internazionale si confrontò con l’orrore della fossa di Racak.

E’ interessante rileggere un commento del Figaro di sabato 20 gennaio 1999 : “ La scena dei cadaveri degli albanesi in abiti civili allineati in un fossato, che avrebbe dovuto scioccare l’intero mondo, non fu scoperta che la mattina seguente intorno alle 9 da giornalisti subito seguiti da osservatori dell’OSCE. In quel momento, il villaggio era nuovamente nelle mani degli armati dell’UCK, che condussero i visitatori stranieri, man mano che arrivavano, verso il luogo del presunto massacro. Verso mezzogiorno, William Walker in persona arrivò ed espresse la sua indignazione. Tutti i testimoni albanesi diedero la stessa versione: a mezzogiorno i poliziotti serbi erano entrati di forza nelle case e avevano separato le donne dagli uomini, che condotti sulla cima della collina avevano ucciso senza molte storie. Il fatto più inquietante è che le immagini filmate dai giornalisti di APTV – che Le Figaro ha visionato ieri – contraddicono radicalmente quella versione.”

Le autopsie confermarono che le amputazioni erano state inferte dopo la morte e i patologi finnici, bielorussi e jugoslavi giudicarono che le ferite mortali erano state causate da pallottole tirate da lontano.

I verificatori dell’OSCE non pubblicarono il loro rapporto e lasciarono esplodere il caso mediatico, nessuna indagine da parte dei media.

Alla Conferenza di Pace al Castello di Rambouillet, l’ambasciatore jugoslavo all’ONU Branko Brankovic, che aveva partecipato a tutti gli incontri dichiarò: “In 17 giorni a Rambouillet non abbiamo mai visto la delegazione albanese che avrebbe dovuto essere il nostro interlocutore e non abbiamo mai visto il testo che è stato firmato solo da alcuni membri di quella delegazione.(…) il Presidente della Serbia, Milan Milutinovic, tenne una conferenza stampa alle nove di sera nella residenza jugoslava. Erano presenti almeno un centinaio di giornalisti e una ventina di telecamere delle reti mondiali. Il Presidente spiegò con chiarezza che si trattava di un ultimatum e che le due delegazioni non si erano mai incontrate per discutere l’accordo e quindi non potevamo accettare niente che non fosse stato discusso con la delegazione albanese su quella parte politica che riguardava l’autonomia del Kosovo Metohjia. Nessun media ha riportato una sola frase della conferenza stampa. Non possiamo dare l’indipendenza ad una parte del nostro paese che ha fatto parte della storia della Serbia e della Jugoslavia per oltre mille anni. (..) Gli americani hanno continuato a dire che erano favorevoli all’autonomia, ma il testo che hanno proposto sull’autonomia de facto significava indipendenza. Volevano la presenza di una forza militare con il pretesto, in quel momento, di osservare e assicurare l’applicazione dell’accordo politico sull’autonomia”. Ebbene i media hanno tenuto la bocca ben chiusa.

24 marzo 1999, inizio dei bombardamenti sulla Federazione delle Repubbliche Jugoslave. La Serbia, il Kosovo e il Monténégro sono martellati senza tregua per 78 giorni. Dal 24 marzo all’ 8 giugno, trenta-quattromila attacchi aerei sono eseguiti da mille aerei. Diecimila missili furono lanciati contenenti 79.000 tonnellate d'esplosivo; 152 contenitori di «cluster bombs» (bombe a frammentazione) vennero sganciati senza contare le innumerevoli bombe alla grafite e all’ uranio impoverito. Nel corso di cento missioni dei caccia US A- Thunderbolt, che utilizzavano mitragliere capaci di tirare 3.900 colpi al minuto, uno su cinque di questi proiettili conteneva 300 grammi di U.I., informazioni date dal generale Wald il 7 maggio 1999, nel corso della guerra. Il Segretario Generale della NATO, George Robertson, in una lettera del 7 febbraio 2000, confermava quanto sopra al Segretario Generale dell'ONU, Kofi Annan. (Il Manifesto, 10-11 Marzo 2000. Balkans Infos, 3 avril 2000).

Da una mappa ottenuta faticosamente dall’alto comando della NATO, sembra che la zona sottoposta al tiro più nutrito di U.I. sia quella che da Kosovska Mitrovica scende fino a Pec, Dakovica e Prizren. Sono le zone coperte dai contingenti europei. I media: silenzio.

Quando i bombardamenti incominciarono e i danni e le morti dei civili iniziarono ad impressionare negativamente il pubblico internazionale, venne fuori la storia dell’”Operazione ferro di cavallo”: piano strategico, in realtà inesistente, che avrebbe avuto lo scopo di far scappare gli shiptar dal Kosovo. In un’intervista apparsa sulla rivista geopolitica liMes del giugno 2000, il generale Nebojsa Pavkovic, comandante della 3° armata in Kosovo e in seguito capo di Stato Maggiore jugoslavo, affermava: “

« La NATO ha inventato l’epurazione etnica per giustificare l’aggressione. Hanno persuaso i terroristi ad organizzare la fuoruscita. Alcuni venivano scacciati a forza dalle loro case, li mandavano in Macedonia e in Albania, poi li facevano rientrare di nascosto.” L’affermazione del generale Pavkovic sarebbe stata confermata dai rapporti dell’OSCE diffusi in ritardo.

Nel giugno 1999, per terminare la guerra il Gruppo dei G 8 si accordò su un piano, secondo il quale quanto era stato negato a Rambouillet veniva approvato: solo il Kosovo passava sotto il protettorato della NATO, mentre la Serbia restava una nazione sovrana. Erano state accettate tutte le richieste serbe: 1) Non ci sarebbe stato un referendum alla fine dei tre anni probatori che doveva consacrare l’indipendenza del Kosovo. Anzi veniva confermata più volte la sua appartenenza alla RFY. 2) All’entrata in Kosovo i contingenti NATO sarebbero stati soggetti all’autorità dell'ONU, fino ad allora negata, e avrebbero agito sotto il suo mandato. Questa era stata una reiterata richiesta della Jugoslavia a Rambouillet, disposta a trattare con l’ONU e non con la NATO. 3) La NATO avrebbe avuto la responsabilità di mantenere l’ordine in Kosovo senza la polizia serba che avrebbe potuto essere accusata di ogni incidente. In ogni caso, dopo un certo periodo, questa avrebbe avuto il controllo delle frontiere e la protezione dei monasteri che non costituiscono un valore solo per gli ortodossi, ma anche per tutta la cultura occidentale.Con gli accordi di Kumanovo, giugno 199, era stato stabilito che dopo 5 anni la regione sarebbe tornata sotto il controllo di Belgrado. Questo trattato era diventato in seguito la soluzione 1244 del Consiglio di Sicurezza. La soluzione non è mai stata applicata. Non una parola da parte dei media.

Alla fine della guerra la KFOR s’installò in Kosovo. Per giustificare i vasti e crudeli regolamenti di conti dell’UCK, che la NATO non ha mai cercato di frenare, e la pulizia etnica di tutte le nazionalità non albanesi., si incomiciò a parlare di fosse comuni come in Bosnia. La prima stima del numero delle vittime albanesi si aggirava sui 100.000 morti. L’amministratore dell’ONU, Bernard Kouchner, aveva riportato la cifra ad 11.000 fra morti e dispersi dichiarando di basarsi sui rapporti del tribunale dell’Aja, che smentì. I corpi ritrovati sarebbero piuttosto nelle centinaia.Il capo dell’equipe di medici spagnoli, il dottor Juan Lopez Palafox, dichiarava che per quanto i suoi uomini avessero potuto constatare: «nell’ex Jugoslavia erano stati commessi crimini orribili, ma conseguenti alla guerra» I responsabili hanno ammesso che il risultato delle esumazioni non corrispondevano ai racconti drammatici dei rifugiati, come erano stati riportati dai porta-parola occidentali durante il conflitto. (The Guardian, 18 agosto 2000). E i media quasi in silenzio.

Harry Kissinger faceva osservare (sulle pagine del Washington Post del 22 febbraio 1999 a proposito della Conferenza di Rambouillet) : “ Un Kosovo indipendente tenderebbe ad incorporare le minoranze albanesi vicine di Macedonia e forse l’Albania stessa… Il Kosovo diventerebbe allora la premessa di un’iniziativa dell’ONU in Macedonia, esattamente come lo spiegamento in Bosnia è stato invocato per giustificare l’intervento in Kosovo?In breve, la NATO deve diventare un’impresa votata a stabilire una serie intera di protettorati NATO nei Balcani?».

Le osservazioni di Kissinger dopo 7 anni sono ancora valide. Si prospetta anche la possibilità che il vecchio piano della Lega di Prizren si applichi al sud della Serbia, la valle di Presevo, e alla parte est del Montenegro fino a sfiorare la capitale Podgorica.

Attualmente si sta discutendo l’indipendenza del Kosovo a Vienna, ma la diversità culturale del territorio non è più altro che un ricordo. Si deve notare che la regione è ora quasi totalmente albanese poiché tutte le altre nazionalità (Serbi, Rom, Ebrei, Graci, Goranzi, Turchi e altri), e anche i Croati, che vivevano da 800 anni nei villaggi sulle montagne di Skopska Gora fra il Kosovo e la Macedonia, sono stati cacciati.

Sembra che l’UNHCR si prepari ad evacuare 40.000 Serbi fra coloro che vivono in enclavi sotto la debole protezione della KFOR dalla fine della guerra.

Questa indipendenza potrebbe anche destabilizzare la Bosnia che vive una libertà limitata sotto il controllo dell’EUFOR, senza aver risolto dopo 11 anni il problema delle tre etnie e con una presenza crescente di musulmani dei paesi arabi nel paese. Sembra che siano oltre 50.000.

Un rapporto della KFOR-NATO ha denunciato lo spaventoso aumento del crimine organizzato e di traffici illegali in Kosovo. Hasim Thaqui – l’interlocutore che Madeline Albright preferiva al presidente Rugosa a Rambouillet quando era il comandante dell’UCK, oggi leader del Partito Democraticodel Kosovo – ha accusato il Governo di Agim Ceku di essere formato da criminali. Da notare che Ceku, ex generale dell’UCK, è colui che ha comndato i Croati nel massacro della Sacca di Medak in Kraijna.

L’ex Primo ministro Ramush Haradinaj, leader del partito di Ceku, AAK, é accusato dal TPIY dell’Aja di crimini di guerra. Comunque l’INTERPOL ha ritirato i mandati di cattura nei confronti di Thaqi, Ceku e Haradinaj, ricercati a Belgrado per crimini di guerra.

Una cosa è certa intervenendo nei Balcani gli USA e la NATO hanno legalizzato l’illegalità. E i media hanno fatto il loro gioco.

Le linguiste US Noam Chomsky dans son essai les Illusions nécessaires a écrit que dans le système démocratique, les illusions nécessaires ne peuvent être imposées par la force. Elles doivent être instillées dans la tête des gens par des moyens raffinés…

Et pour créer « les illusions nécessaires » il faut inventer des scénarios crédibles, employer une communication agressive et avoir l’aide des médias : en deux mots inventer l’histoire, propager une désinformation plus crédible que la réalité. La désinformation se développe par mensonge ou par omission. En fait, c’est une nouvelle façon de faire la guerre : c’est la guerre médiatique.

En ex Yougoslavie les Serbes sont tombés dans le piège de la guerre médiatique, qui a réussi à leur faire perdre toute crédibilité et les a totalement isolés sur le plan international. On ne peut pas parler de la désinformation au Kosovo sans rappeler ce qui s’est passé en ex Yougoslavie auparavant, dont le dossier Kosovo en est une conséquence..

L’excellant travail d’agences de Communication comme Ruder &Finn Global Public Affairs, Hill&Knowlton, Saachi&Saachi, McCann&Erickson et Walter Thompson (celles ci collaborent souvent avec la CIA), a réussi à créer l’image des victimes d’un coté et des tortionnaires de l’autre, tant en Iraq bien que en ex Yougoslavie, et à minimiser l’horreur de la guerre créant des slogan comme « guerre humanitaire », « action de police internationale », « dommages collatéraux ». L'agence de communication profite d’une technique opérative, souvent meurtrière, visant à placer le gouvernement client en position avantageuse aux yeux du monde. Les schémas sont répétitifs. Une campagne de matraquage diffamatoire est lancée dans la presse, où une série de révélations ignobles sur le comportement de la partie adverse crée le préjugé négatif qui s'ancrera profondément dans l'inconscient collectif. Un exemple : L'image du musulman squelettique derrière les barbelés est restée institutionnelle pour représenter les nouveaux nazis. En réalité, il s'agissait d'un camp de réfugiés à Tiernopolje dans la Bosnie serbe, où les gens étaient libres de leurs mouvements. En fait, l'équipe de la télévision britannique ITN, qui a fait le scoop, elle-même se trouvait derrière les barbelés, et avait placé les hommes autour de l'endroit où elle se tenait pour protéger son matériel des vols. James Harff, à l'époque directeur de l’agence de communication américaine Ruder & Finn Global Public Affairs, dans une interview accordée au journaliste français Jacques Merlino et publié dans son livre (Les vérités yougoslaves ne sont pas toutes bonnes à dire), parlant des clients de l'agence en ex-Yougoslavie, de sa stratégie et des succès remportés, disait : «Entre le 2 et le 5 août 1992, le New York Newsday est sorti avec la nouvelle des camps. Nous avons attrapé la chose au vol et avons circonvenu trois grandes organisations juives  (...)Aussitôt, nous avons pu dans l'opinion publique faire coïncider Serbes et nazis. (...) Notre métier n'est pas de vérifier l'information (...) Notre métier est de disséminer les informations, de les faire circuler le plus rapidement possible pour obtenir que les thèses favorables à notre cause soient les premières à sortir. (...) . Quand une information est bonne pour nous, nous devons immédiatement l'ancrer dans l'opinion publique, (parce que) nous savons parfaitement que c'est la première affirmation qui compte. Les démentis n'ont aucune efficacité. (...) Nous sommes des professionnels. Nous avions un travail à faire et nous l'avons fait. Nous ne sommes pas payés pour faire la morale. Et même si celle-ci était mise en discussion, nous aurions la conscience tranquille. Parce que, si vous entendez prouver que les Serbes sont de pauvres victimes, allez-y, vous vous retrouverez seul.»

Les services de l’agence Ruder &Finn Global Public Affairs avaient été retenus, au début du conflit yougoslave, par la Croatie, par les Musulmans de Bosnie-Herzégovine et l'opposition du Kosovo. Cependant les Croates, les Musulmans de Bosnie et l’opposition du Kosovo profitaient de l’appui des lobby très fortes aux USA, notamment le sénateur Bob Dole du parti Républicain Américain, et de l’aide de l’Allemagne. Il faut ajouter aussi que les Musulmans bosniaques étaient fortement aidés par l’Iran et les Pays arabes.

En Août 1991, La République de Croatie assume l’agence de Ruder &Finn Global Public Affairs qui défendra l’image de la Croatie dans la crise des Balkans. Leur contrat échouera en juin 1992. Pendant ce temps le gouvernement de la Croatie approuva la nouvelle Constitution, selon la quelle plus que 600.000 Serbes et d’autres ethnies se retrouvèrent étrangers dans leur patrie. Les Serbes furent obligés à abandonner leurs maisons (40.00 Serbes en 1992) ou forcés de se détacher de la Croatie et à déclarer l’indépendance des Kraijna à majorité serbe. Les médias n’ont jamais fait mention de cet événement. Ils ont aussi passé sous silence le massacre de la Poche de Medak et d’autres villages en septembre 1993, le nettoyage ethnique et les carnages dans la Kraijna occidentale, le 1 mai 1995, pendant l’Opération Flash, et ceux de la Kninska Kraijna, le 4 out 1995, pendant l’Opération Storm, qu’a provoqué le départ de plus 250.000 Serbes qui n’ont jamais pu faire retour en Kraijna. Tout ça se passait avec l’aide de l’Agence de mercenaires US « Military Professional Resources » et le clin d’œil du Département d’Etat américain. Aucun media n’a mentionné non plus, ni visité les terribles camps croates de prisonniers de Lora, de Tarcin, de entre les autres.

En Mai 1992 La République musulmane de Bosnie profite des services de l’agence US Ruder&Finn Global Public Affairs qui soignera l’image internationale et les contactes avec les media. Le contrat se terminera en décembre 1992. A propos de cette période on lit sur, Offensive in the Balkans de Yossef Bodansky, à la page 54 : «... Depuis l'été 1992, il y avait eu des provocations marquées, mises en oeuvre par les forces musulmanes, pour susciter une plus forte intervention militaire occidentale contre les Serbes, et, accessoirement, des interventions mineures contre les Croates. Initialement, ces provocations étaient surtout constituées d'attaques en apparence absurdes contre les populations musulmanes elles-mêmes, mais elles prirent bien vite pour cible des objectifs occidentaux et de l'ONU.(…) Les enquêtes des Nations unies et celles d'autres experts militaires ont mis au nombre de ces actions auto-infligées, celle de la bombe dans la file de la boulangerie (27 mai 1992, 16 morts 140 blessés ), la fusillade lors de la visite de Douglas Hurd (17 juillet 1992), les tirs de snipers dans le cimetière (4 août 1992), l'assassinat du présentateur et producteur de télévision américaine ABC, David Kaplan (13 août 1992), et la destruction en vol d'un avion de transport de l'Aviation Italienne G.222, sur le point d'atterrir à Sarajevo (3 septembre 1992). Dans tous ces cas, les forces serbes étaient hors de portée, et les armes utilisées contre les victimes n'étaient pas celles dénoncées par les autorités musulmano-bosniaques et par les médias occidentaux.

Le gouvernement de Sarajevo très habillement obtient l’intervention des USA et de l’OTAN en Août 1995, mais auparavant on a du voir sur les écrans les deux obus au marché de Markale, le 6 février 1994 (68 morts et 200 blessés), et le 28 août 1995 (37 morts et 86 blessés). Sur l’ explosion s’exprimera François Mitterand dans le livre  « L’année des adieux » à page 175 : «Il est vrai que ce qu'ils cherchent depuis le début, c'est l'internationalisation, si nécessaire, par des provocations. ( …) Il y a quelques jours, M. Boutros Ghali m'a dit être sûr que l'obus tombé sur le marché de Sarajevo était une provocation bosniaque.» Lord David Owen confirmait l'histoire de l'obus bosniaque de Markalé en pages 260/261 de son livre « Balkan Odyssey ».

On raconte que le président Clinton, pressé par les médias et par le sénateur Dole avait promis à Alija Izetbegovic de faire intervenir l’OTAN s’il y avait plus de 5000 morts. Le 11 juillet 1995, Srebrenica fut la réponse. La tempête médiatique fut terrible. Le fait, que la « zone protégée » - selon le Conseil de Sécurité désarmée - d’où la 28 me division musulmane et son chef Naser Oric attaquait les villages serbes, tuait, pillait et rentrait dans la ville, n’intéressait pas la presse. Et personne ne s’informa sur l’énorme nombre des morts civils serbes dans les villages aux alentours de Srebrenica et dans la ville de Bratunac. Plus de 1.500 morts serbes, du 1992 au 1995, sont passé sous silence. Les Serbes ont toujours refusé l’accusation d’avoir exécuté entre 7000 et 8000 soldats musulmans, en rappelant qu’ils avaient envoyé en sécurité en territoire musulman les femmes, les enfants et les vieux, mais aussi les soldats qui avaient accepté de rendre les armes. Personne n’a enquêté ni sur les raisons de la chute de la ville protégée par 15.000 soldats musulmans attaqués par une force serbe beaucoup inférieure et sur le fait que le commandement en chef de Sarajevo avait rappelé le commandant Naser Oric avec 20 de ses meilleurs officiers laissant l’armé sans guide.. Aucun journaliste n’enquêta non plus sur le déroulement des combats et de ces morts. Bernard Kouchner, même, raconte dans son livre « Les guerriers de la Paix », que lors de sa visite au chevet de Aljia Izetbegovic mourant, l’habile homme d’Etat lui avait avoué que les chiffres avaient été gonflés exprès.

En octobre 1992. La République de Kosova, c’est à dire l’opposition albanaise au Kosovo, signe un contrat avec l’agence Ruder&Finn Global Public Affairs pour soigner son image dans la crise balkanique et dans les événements à suivre.

Cette région si controversée se trouve dans le sud de la Serbie et pendant des siècles fut la terre des Serbes. Appelée Kosova par les Albanais, pour les Serbes, elle est Kosmet, une ancienne dénomination née de la contraction de Kosovo, la terre des merles (Kos) et Metohija, propriété de l'église (metoh). 1300 églises et monastères, d'une rare beauté, témoignent du passage de religieux et d'artistes en provenance de Constantinople, à partir du IXe siècle. L’invasion ottomane, la présence de l’Italie fasciste et de l’Allemagne nazie ont causé la fuite des Serbes en faveur de la minorité albanaise qu’au fil du temps est devenue majorité.

En 1998 l’UCK était appelé par la presse « terroristes », puis « guérilleros » et « combattants pour la libération du Kosova », un pays qu’ils voulaient arracher à la Serbie, selon les propos de la Ligue de Prizren, fondé en 1878 qui avait formulé pour la première fois le concept de «Grande Albanie» et qui, le 16 septembre 1943, renaissait aux USA. Cette promotion de l’UCK a permis de donner une image plus acceptable par le public international. Après cette nouvelle définition, la milice serbe fut accusée de tuer les gens des villages albanais chassant l’UCK. Les médias n’expliquèrent pas que l’UCK se cachait derrière les civils albanais qui se sauvaient dans les bois, et ne racontèrent pas qu’il avait plus d’enlèvements d’Albanais que des Serbes et que ces Albanais et ces Serbes étaient enlevés parce que favorables au dialogue et qui on ne les a plus revus vivants..

Quand en 1998 Slobodan Milosevic, président de la nouvelle Yougoslavie accepta tous les points imposés par Richard Halbrooke, (Kosovo Verification Mission : diminutions des forces serbes, control aérien par l’OTAN,déploiment des forces de l’OTAN en Macédoine pour protéger les vérificateurs de l’OSCE), l’administration Clinton avait déjà la guerre dans son agenda, il fallait accélérer le processus : un scénario désormais connu - qui, depuis les faux charniers avec cadavres de récupération de Timisoara, lors de la liquidation de Ceaucescu, s'était répété chaque fois qu'il avait été nécessaire de soulever l'indignation publique fut réalisé le vendredi 15 janvier 1999.

Les vérificateurs de l’OSCE au Kosovo avaient imposé à la milicija yougoslave de leur rendre compte de toutes leurs opérations de police contre l’UCK, mais tout au coup le publique international se confronta avec l’horreur de la fosse de Racak.

Il est intéressant de relire un commentaire du Figaro du samedi 20 janvier 1999 : « :La scène des cadavres d'Albanais en vêtements civils, alignés dans un fossé, qui devait choquer le monde entier, ne fut découverte qu'aux alentours de 9 heures…par des journalistes immédiatement suivis par des membres de l'OSCE. A ce moment, le village était à nouveau aux mains des soldats de l'UCK, qui conduisirent les visiteurs étrangers, au fur et à mesure qu'ils arrivaient, sur le lieu du présumé massacre. Vers midi, William Walker en personne arriva et exprima son indignation. (…)Tous les témoins albanais donnèrent la même version : à midi, les policiers serbes étaient entrés de force dans les maisons et avaient séparé les femmes des hommes, lesquels avaient été conduits sur le sommet de la colline et tués brutalement. Le fait inquiétant est que les images filmées par les journalistes d'APTV - que Le Figaro a visionné hier - contredisent radicalement cette version. »

Les autopsies confirmèrent que les amputations avaient été faites après la mort, et les pathologistes Finnois, Biélorusses et Yougoslaves jugèrent que les blessures mortelles avaient été causé par des balles tirées du loin..

Les vérifieurs de l’OSCE ne publièrent leurs rapports et laissèrent exploser le cas médiatique, pas d’investigation de la part des Médias.

A la Conférence de Paix au Château de Rambouillet, l'ambassadeur yougoslave à l'ONU Branko Brankovic, qui avait participé à toutes les rencontres déclara : «. En 17 jours, à Rambouillet, nous n'avons jamais vu la délégation albanaise qui aurait dû être notre interlocuteur, et nous n'avons jamais vu le texte qui a été signé par quelques membres seulement de cette délégation. Ce même soir, le Président de la Serbie,. Milan Milutinovic, tint une conférence de presse à neuf heures du soir. Etaient présents au moins une centaine de journalistes et une vingtaine de caméras de télévision de diverses chaînes du monde. Le Président expliqua clairement qu'il s'était agi d'un ultimatum et que les deux délégations ne s'étaient jamais rencontrées pour discuter de l'accord; que, pour notre part, nous ne pouvions rien accepter qui n'eût été discuté avec la délégation albanaise, sur le volet politique qui concernait l'autonomie du Kosovo Metohija. Aucun média n'a rapporté une seule phrase de cette conférence de presse. Nous ne pouvons pas donner l'indépendance à un morceau de notre pays, qui a fait partie de l'histoire de la Serbie et de la Yougoslavie pendant plus de mille ans. (...) Les Américains n'ont cessé de dire qu'ils étaient favorables à l'autonomie, mais le texte qu'ils ont proposé sur l'autonomie de facto signifie l'indépendance. Ils voulaient nous imposer la présence d'une force militaire, sous le prétexte d'observer et d'assurer l'application de l'accord politique sur l'autonomie. » Eh bien, les médias ont tenu la bouche bien fermée.

24 mars 1999, début des bombardements sur la Fédération des Républiques Yougoslaves. La Serbie, le Kosovo et le Monténégro sont pilonnés sans relâche pendant 78 jours. Du 24 mars au 8 juin, trente-quatre mille attaques aériennes sont exécutées par mille avions. Dix mille missiles sont tirés, contenant 79.000 tonnes d'explosifs; 152 conteneurs de «cluster bombs» (bombes en essaims) sont largués, sans compter les innombrables bombes au graphite et au uranium appauvri. Au cours de cent missions, par les chasseurs A-10 américains Thunderbolt, qui utilisaient des mitrailleuses capables de tirer 3.900 coups à la minute. Un sur cinq de ces projectiles contenait 300 grammes de U.A., informations données par le général Wald le 7 mai 1999, pendant le cours même de la guerre. Le secrétaire général de l'OTAN, George Robertson, dans une lettre du 7 février 2000, apportait sa confirmation sur ce qui précède, au secrétaire général de l'ONU, Kofi Annan. (Il Manifesto, 10-11 Mars 2000. Balkans Infos, 3 avril 2000).

Il semble, d'après u plan obtenu à grande peine du haut commandement de l'OTAN, que la zone soumise aux tirs les plus nourris en D.U. soit celle qui, de Kosovska Mitrovica, descend au sud du Monténégro, jusqu'à Pec, Dakovica et Prizren. Ce sont les zones couvertes par les contingents européens. Les médias : silence.

Quand les bombardements ont commencé et les dommages et les morts des civils commencèrent à impressionner négativement le public international, on a sorti l’histoire de «Opération fer à cheval» : plan stratégique, en réalité inexistant, qui aurait eu pour but de faire fuir les shiptar du Kosovo.

Dans une interview parue dans la revue géopolitique liMes, de juin 2000, le général Nebojsa Pavkovic, comandant de la 3° armé et en suite chef d’Etat majeur yougoslave, affirmait : … L'OTAN a persuadé les terroristes d'organiser l'exode. Certains étaient chassés de leurs maisons par la force. Ils les envoyaient en Macédoine et en Albanie, puis ils les faisaient rentrer en cachette.» L'affirmation du général Pavkovic devait être confirmée par les rapports de l'OSCE diffusés en retard.

A la fin de la guerre la KFOR s’installa au Kosovo. Pour justifier les vastes et cruels règlements de comptes de l'UCK, que n'essaya jamais de freiner l'OTAN, et le nettoyage ethnique de toutes les nationalités non albanaises, on commença à parler de fosses communes comme en Bosnie. La première estimation du nombre des victimes albanaises tournait autour de 100.000 morts. L'administrateur de l'ONU, Bernard Kouchner, avait ramené ce chiffre à 11.000, en additionnant les morts et les dispersés et en déclarant se baser sur les rapports du Tribunal de La Haye, qui démentit. Les corps retrouvés se seraient comptés plutôt par centaines. Le chef de l'équipe des médecins espagnols, le Dr. Juan Lopez Palafox déclarait que, pour autant que ses hommes aient pu le constater : «dans l'ex-Yougoslavie, des crimes horribles ont sans conteste été commis, mais en conséquence de la guerre».. Les responsables ont admis que le résultat des exhumations ne correspondait pas aux récits dramatiques des réfugiés, tels que rapportés par des porte-parole occidentaux pendant le conflit. (The Guardian, 18 août 2000.)Et les médias: quasi silencieux.

En juin 1999, pour terminer la guerre le Groupe des G8 se mit d'accord sur un plan, selon lequel ce qui avait été dénié à Rambouillet était approuvé : seul le Kosovo passait sous le protectorat de l'OTAN, tandis que la Serbie restait nation souveraine. Toutes les demandes serbes avaient été acceptées, à savoir : 1. Il n'y aurait pas de référendum à la fin des trois ans probatoires qui devaient consacrer l'indépendance du Kosovo. Etait au contraire confirmée plusieurs fois son appartenance à la RFY. 2. Les contingents de l'OTAN au Kosovo devaient être soumis à l'autorité de l'ONU, jusqu'alors ignorées, et n'avaient pouvoir d'agir que sous son mandat. Cette exigence avait été réitérée à Rambouillet par la Yougoslavie, qui s'était déclarée disposée à traiter avec l'ONU et non pas avec l'OTAN. 3.- L'OTAN avait la responsabilité du maintien de l'ordre au Kosovo, sans la participation de la police serbe qui eût pu être accusée, sinon, de tout incident. Quand même la police serbe, après une certaine période, aurait eu le contrôle des frontières et la protection des monastères, qui ne constituent pas seulement une valeur pour la religion orthodoxe, mais aussi pour toute la culture occidentale.

Avec la paix de Kumanovo, juin 1999, on avait établi qu’ après 5 ans la région serait retournée sous le contrôle de Belgrade. Ce Traité était devenu la résolution 1244 du Conseil de Sécurité. Ces accords n’ont jamais abouti. Les médias ? pas un mot.

Harry Kissinger faisait observer (dans les pages du Washington Post du 22 février 1999 à propos de la Conférence de Rambouillet) : “ Un Kosovo indépendant tendrait à incorporer les minorités albanaises voisines de Macédoine - et peut-être l'Albanie elle-même. Le Kosovo deviendra-t-il alors la prémisse d'une initiative de l'OTAN en Macédoine, exactement comme le déploiement en Bosnie a été invoqué pour justifier l'initiative au Kosovo ? Bref, l'OTAN doit-il devenir une entreprise vouée à l'établissement d'une série entière de protectorats de l'OTAN dans les Balkans ?”».

Les observations de Kissinger après 7 ans sont toujours valables. Il y a aussi la possibilité que le vieux plan de la Ligue de Prizren s’ applique au sud de la Serbie, la vallée de Preshevo, et à la partie est du Montenegro jusqu’à effleurer la capital Podgorica.

Actuellement on discute l’indépendance du Kosovo à Vienne, mais la diversité culturelle du territoire n’est déjà plus qu’un souvenir. Il faut noter que la région est maintenant presque totalement albanaise, puisque toutes les autres nationalités (Serbes, Juifs, Grecques, Rom, Goranzi, Turcs et autres), et même les Croates, qui vivaient depuis 800 ans dans les villages situés sur les montagnes de Skopska Gora entre le Kosovo et la Macédoine, ont été chassées. Il paraît que la UNHCR se prépare à évacuer 40.000 Serbes entre ceux qui vivent enclavés dans leurs villages sous la faible protection de la KFOR depuis la fin de la guerre.

Cette indépendance pourrait aussi déstabiliser la Bosnie qui vit une liberté partiale sous contrôle de l’ EUFOR, sans avoir résolu, après 11 ans, le problème des trois ethnies et avec une présence croissante de musulmans arabes dans le pays. Ils seraient plus que 50.000.

Un rapport de la KFOR- OTAN a dénoncé l’effrayante croissance du crime organisé et de trafics illégaux au Kosovo. Hasim Thaqi -l’interlocuteur, que Madeleine Albright préférait au président Rugova à Rambouillet quand il était le commandant de l’UCK, est aujourd’hui le leader du parti démocratique du Kosovo – il a accusé le Gouvernement de Agim Ceku d’être formé par des criminels. Il faut noter que Ceku, ex général de l’UCK, est celui qui a commandé le massacre de la Poche de Medak en Kraijna. L’ex Premier ministre Ramush Haradinaj, leader du parti de Ceku AAK, est accusé par le TPIY de la Haje de crimes de guerre. En tous cas Thaqi, Ceku et Haradinaj, recherchés à Belgrade pour crimes de guerre, ont été acquittés par l’Interpol.

Une chose est sûre, c'est qu'en intervenant dans les Balkans, les USA et l'OTAN ont légalisé l'illégalité. Et les médias ont fait leur jeu.

MISINFORMATION IN FORMER YUGOSLAVIA AND KOSOVO3

In his essay, “The necessary illusion”, the US linguist, Noam Chomsky, explains that in democratic regimes it is indispensable to make the public believe that all actions are right and justified.

Therefore, in order to create the “necessary illusion”, it is capital to stage credible scenarios employing an aggressive communication with the help of medias: in two words inventing history, spreading a more credible misinformation than reality. Misinformation develops on lies or on omission. Actually it is a new way to make war: it is media war.

Serbs have fallen in the trap of media war, which successfully made them loose all credibility and totally isolated them on the international level. We cannot talk of Kosovo misinformation without reminding what happened in former Yugoslavia before, as the Kosovo dossier it is also a consequence

The excellent job of Communication Agencies such as Ruder&Finn Global Public Affairs, Hill&Knowlton, Saachi&Saachi, McCann&Erickson and Walter Thompson succeeded in creating the image of victim on one side and of slaughterer on the other, both in Iraq and former Yugoslavia. They also minimised the war atrocity inventing slogans like “humanitarian war”, “international police action”, and “collateral damage”.

The PR Agency produces an operative technique, often deadly, aiming to obtain more vantages for its client. The schemes are repetitive. A discrediting campaign is put into practice, pressing the media with horrible revelations on the opponent’s behaviour creating a negative prejudice, which will deeply anchor, in the collective conscience. An example is the image of the skinny Muslim behind the wires, who remained an institutional representation of the new concentration camp. In reality, it was a refugee camp in Tiernopolje in the Serbian Bosnia, where people were free to move about. The troupe of the British TV, ITN, who made this scoop, had placed their camera inside a wired enclosure, which protected their cameras from theft. Filming through the wire, it gave the impression the men were prisoners. (De Groene Amrterdammer, 1.22.1997)

James Harff – who at that time was Ruder&Finn Global Affairs director gave an interview to the French journalist, Jacques Merlino, reported in his book (Les vérités yougoslaves ne sont pas toutes bonnes à dire), he said: “ Between the 2nd and the 5th August 1992, the New York Newsday came out with the news of the camps. We caught the news and have immediately contacted three big Jewish organisations: B’nai B’rith Anti Defamation League, American Committee and American Jewish Congress (...) Our job is not to verify information (...) Our job is to spread around news, to make them circulate the fastest possible in order to obtain, that the favourable thesis to our cause might be the first to come out (…) Once an information is good for us, we must immediately anchor it in the public opinion. Because we know very well that the first news is the only one that matters. It is useless to retract, there is no result (…) We are professionals. (…) We are not paid to be moral, And even if morality would be in discussion, we shall have an easy conscience. If you intend to prove that Serbs are poor victims, go ahead, you will be by yourself.”

The same agency employed by Kuwait during the Golf war had been hired, at the beginning of the Yugoslav conflict, by Croatia, the Muslim Party of Bosnia , the Kosovo opposition. At the same time Croats, Bosnian Muslims and Kosovo opposition were supported by strong lobbies in the United States, particularly US Republican party Senator John Dole, and by Germany. We also need to remember that Bosnian Muslims were strongly helped by Iran and Arabian Countries,

August 1991. The Republic of Croatia hires the agency Ruder&Finn Global Public Affairs that will defend the image of Croatia during the Balkan crises; its contract will expire on June 1992. In the meantime, the Government of Croatia approved the new Constitution, which contemplated that more than 600.00 Serbs and other nationalities became strangers in their own country. Serbs were obliged to leave their houses (40.000 in 1992) and flee or they were forced to declare the independence of Serbian majority Kraijna. Media never mentioned this event. They were also silent about the massacre of the Medak Pocket and of other villages in September 1993; the ethnic cleansing and the carnages of western Kraijna on the 1st of May 1995 during Flash Operation and those of Kninska Kraijna on the 4th of August 1995 during Storm Operation, which provoked the departure of about 250.000 Serbs who subsequently were unable to return to Kraijna. These events took place with the help of the US State mercenary Agency “Military Professional Resources” and the US State Department winkling. No media ever mentioned or visited the terrible Croat detention camps such as Lora near Split, Tarcin, Capljna or others.

May 1992. The Muslim Republic of Bosnia Herzegovina hires the agency Ruder&Finn Global Public Affairs which will take care of its international image and of its media contact. The contract will expire in December 1992. You can read in “Offensive in the Balkans” by Joseph Bodansky at page 54: “ Since summer 1992, there was a marked escalation in the provocation performed by the Muslim forces in order to instigate a major military intervention by the West against the Serbs and, to a lesser extent, the Croats. Initially these provocations were senseless attacks on their own Muslim population, but they soon expanded to include attacks on Western and UN objectives. (…) A UN investigation concluded (…) they were “staged” for Western media (…) Investigations by the UN and other military experts count among these self-inflicted actions the “bombing” of the bread-line (May 27, 1992), the shelling of Douglas Hurd’s visit (July 17, 1992, the explosion at the cemetery (August 4, 1992), the killing of the US broadcaster ABC’s producer David Kaplan (August 13, 1992) and the shooting down of an Italian Air Forces G.222 transport aircraft on approach to Sarajevo (September 3, 1992). In all these cases Serbian forces were out of range and the weapons actually used against the victims were not those claimed by the Bosnian Muslim authorities and the parroting Western media.”

The Sarajevo government cleverly obtained the USA and NATO intervention in August 1995, but right before we had to see on the TV screens the two shells on the Markale market on February the 6th 1994 (68 dead bodies and 200 injured), and on August 28th 1995 (37 corpses and 86 wounded). François Mitterand will express his opinion on the explosion in the book “The year of goodbye” at page 175: “ It is true that since the beginning they are looking for internationalisation, so necessary, with provocations. (…) A few days ago, Boutros Ghali told me he was sure that the shell on the Sarajevo market was a Bosnian Muslim provocation.” Lord David Owen confirmed the story of the Markale Muslim shell in his book “Balkan Odyssey” at page 260/261.

Under the pressure of media and of Senator Dole, they say that president Clinton promised Aljia Izetbegovic to make NATO intervene only in the case of more than 5000 casualties. On the 11th of July 1995 Srebrenica was the reply. The media storm was terrible. The press and the TVs were not interested in investigating on the fact that the “protected area” should have been disarmed and for this reason under the UNPROFOR protection, as stated by the Security Council. In reality Srebrenica was a garrison hosting the 28th Muslim Corp division and from this town Muslim soldiers under the command of Naser Oric attacked the Serbian villages. They used to kill, plunder and run back to Srebrenica. No media tried to know more about the great number of dead Serbian civilians in the villages near Srebrenica and in the town of Bratunac. Over 1.500 Serbs died ignored by the media between 1992 and 1995. Serbs always refused the allegation of having executed from 7000 to 8000 Muslim soldiers, reminding that they had sent to secure Muslim territory not only Muslim women, children and old people, but also soldiers who had accepted to hand over their weapons. No journalist investigated on the reasons of Srebrenica fall, although protected by 15.000 Muslim soldiers and surrounded by much inferior Bosnian Serbian forces and on the fact that the chief commandant, Naser Oric and his 20 best officers had been recalled to Sarajevo by the chief commandment, leaving the Muslim army without a guide. No journalist, at the time, enquired about the fight development and the reason of all those dead soldiers. Bernard Kouchner, former UNMIK director in Kosovo, tells in his book “The peace warriors” that, when he visited Alija Izetbegovic, already very sick, the clever statesman had admitted that figures had been expressly increased.

October 1992. The Republic of Kosova, which meant the Albanian Kosovo opposition, signed a contract with the agency Ruder&Finn Global Public Affairs to take care of their image in the Balkan crises and the following events.

This so controversial region is in the south of Serbia and during centuries it was the land of Serbs. Albanians call it Kosova, but for the Serbs it is Kosmet, an ancient denomination deriving from the contraction of Kosovo , the land of blackbirds (Kos), and Metohija, land of the church (Metoh). 1300 churches and monasteries of rare beauty witness the passage of monks and artists coming from Constantinople since the 9th century. The Ottomans’ invasion, the presence of fascist Italy and German Nazism caused the flight of Serbs in favour of the Albanian minority that became majority with the time.

In 1998, UCK was called by media “terrorists”, then “guerrillas”, at the end “Kosova liberation fighters”, a country they wanted to wring from Serbia, according to the intentions of “the Prizren League”, founded in 1878, which had formulated for the first time the concept of “Great Albania” and which came back to life in the USA on the 16 September 1943.

This UCK quality promotion gave a more acceptable image to the international public. After this new definition the Serbian police was accused to kill the Albanian village people chasing UCK. Media did not explain that UCK members were hiding behind Albanian civilians who ran in to the woods to save their lives, and did not say anything about the kidnapping of Albanians and Serbs who were favourable to dialogue, and who were never to be seen alive.

In 1998, when Slobodan Milosevic, president of new Yugoslavia, accepted all the points imposed by Richard Halbrooke (Kosovo Verification Forces: diminution of Serbian forces in Kosovo, NATO air-control, NATO forces deployment in Macedonia to protect the OSCE verifiers), Clinton administration already had the war on its agenda. It was necessary to accelerate the process: a well known scenario by this time - a repeating scenario any time it was necessary to raise public indignation since Timisoara fake carnages with recuperated corpses, at the time Ceasescu was liquidated – was realised on Friday 15th January 1999. The OSCE controllers in Kosovo had imposed the Yugoslav milicija to account for any police operation against the UCK, but all at once the international public was confronted with the horror of the Racak ditch.

A comment on the daily newspaper Le Figaro of January the 20th is very interesting: “ The scene of Albanian corpses dressed in civilian garments, lining up in a ditch, which had to shock the whole world, was discovered around 9 o’clock(…) by journalists immediately followed by OSCE members. At that moment the village was again in the UCK soldiers’ hands, who took the foreign visitors (…) to see the place of the massacre. Towards noon William Walker came and expressed his indignation. (…)All Albanian witnesses gave the same version: at noon Serbian police had burst into the houses and separated men from women, whom were taken to the top of the hill and killed without a process The alarming fact is that the images filmed by the APTV journalists, examined by Le Figaro yesterday, radically contradict the Albanian version.”

The autopsies confirmed that the amputations were made after the death, Finnish, Byelorussian and Yugoslav pathologists established that all deadly wounds had been caused by bullets shot from a distance.

The OSCE officers did not publicise their report…the media case exploded. There was no investigation on the part of media.

At the Peace Conference at the Rambouillet Chateau, the Yugoslav ambassador at ONU, Branko Brankovic, who had participated in all meetings declared: “ In 17 days at Rambouillet we never met the Albanian delegation who was to be our interlocutor and we never saw the text that had been signed only by some members of that delegation. That very evening, the president of Serbia, Milan Milutinovic, held a press conference at 21 hours.(…) At least a hundred journalists and twenty TV cameras of different world networks were present. The president clearly explained that it was an ultimatum and the delegations had never met to discuss an agreement, on our side we could not accept the autonomy of Kosovo Metohjia without having discussed it with the Albanian delegation. Not one media reported only one phrase of that press conference. We could not grant the independence to a piece of our country, that was part of Serbia and of Yugoslavia history for more than one thousand years. (…) Americans kept on saying they were favourable to autonomy, but the text they proposed on the autonomy de facto means independence.” Media kept their mouth shut.

24 March 1999, the bombing over the federation of the Yugoslav Republics begins. Serbia, Kosovo and Montenegro are hammered restlessly for 78 days. From the 24th of March to the 8th of June thirty-four thousand air raids are executed by one thousand planes. Ten thousand missiles containing 79.000 tons of explosives are launched; 152 containers of cluster bombs are thrown along with many graphite and depleted uranium bombs. During 100 missions the US A-10 Thunderbolt fighters used machine-guns capable to shoot 3.900 shots at the minute. One over five of those projectiles contained 300 grams of D.U. This information was given by general Wald on the 7th May 1999 during the war. The NATO Secretary general, George Robertson, confirmed the above information in a letter to the UN Secretary general, Kofi Annan, on the 7th February 2000. (Il Manifesto 10-11 March 2000, Balkans Infos April 2000) On the basis of a map hardly obtained from NATO high commandment, it seems that the area submitted to the thickest D.U. bombing was the one from Kosovska Mitrovica descending south of Montenegro to Pec, Dakovica and Prizren. The areas covered by the European contingents. Very few media reported it.

When the bombing started and the damages and the civilian casualties began to make a negative impression on the international public, the story of the “Horse shoe Operation” came out: an inexistent strategic plan with the purpose of pushing the Kosovo shiptar flee.

In an interview published in June 2000 by the geopolitical magazine liMes general Nebojsa Pavkovic, the Kosovo 3rd army commandant and later the chief of Yugoslav General Staff, affirmed: “…NATO persuaded the terrorists to organise the exodus. Some people were forcedly driven out of their houses. They were sending them to Macedonia and Albania, then they were making them come back hidden.” General Pavkovic’s affirmation was confirmed by OSCE rapports they diffused later.

At the end of the war KFOR installed in Kosovo. In order to justify the large and cruel settlements of accounts of UCK, that KFOR never tried to control, and the ethnic cleansing involving all nationalities non Albanian, rumours started about mass graves as in Bosnia. The first estimate of the number of Albanian victims was around 100.000 dead people. The UNMIK director, Bernard Kouchner had reduced this amount to 11.000 and declaring the figures were based on the Haig Tribunal rapport, but the Tribunal denied. Hundreds could count the corpses found instead. The chief of the Spanish medical team, Doctor Juan Lopez Palafox, declared that as much as his men could verify: “in former Yugoslavia horrible crimes have undoubtedly been committed, but as a consequence of the war”.

People in charge of the investigation admitted that the exhumation result did not correspond to the dramatic narration of the Albanian refugees, as reported by the western spokesmen during the conflict. (The Guardian 18.08.2000 article). And the media: almost silent.

In June 1999, the G8 Group, in order to end the war, agreed on a plan by which, what had been denied at Rambouillet, was approved: only Kosovo had to become a NATO protectorate, while Serbia remained a sovereign nation. All Serbian requests had been accepted: 1.No referendum should take place at the end of the three approbatory years that had to consecrate Kosovo independence. On the contrary it was a few times confirmed its belonging to the FRY. 2. The NATO contingents in Kosovo had to be submitted to UN authority, up to that moment ignored, and could act only under a UN mandate. This exigency had been repeatedly proposed by Yugoslavia at Rambouillet, FRY had declared to be prepared to negotiate with ONU but not with NATO. 3. NATO had the responsibility of maintaining order in Kosovo without the participation of the Serbian police, which could be accused, in this case, of all incidents .In any case, after a certain period the Serbian police would have the control of borders and the protection of the monasteries, that constitute an important significance not only for orthodoxies, but for the whole western culture.

By the Kumanovo agreement, in June 1999, it was established that after a period of five years the region would return under Belgrade control. This treaty became the 1244 resolution of the UN Sicurity Council. These agreements were never realised. Media forgot about it.

Harry Kissinger observed on the pages of the Washington Post (22 of February 1999) about the Conference of Rambouillet: “ An independent Kosovo will aim to incorporate the near by Albanian minority in Macedonia and maybe Albania itself… Then Kosovo might become the premise of a NATO initiative in Macedonia, exactly as the deployment in Bosnia has been invoked to justify the initiative in Kosovo? To make it short, does NATO become an enterprise dedicated to the establishment of a series of NATO protectorates in the Balkans?”

After seven years Kissinger’s observation is always valid. There is also the possibility that the old Prizren League plan might apply to the south of Serbia, the Presevo valley and to the eastern area of Montenegro up to the capital Podgorica.

They are actually discussing Kosovo independence in Vienna, but the cultural diversity of the territory is now only a mere dream. We must take notice that the region is now almost totally Albanian, as the other nationalities (Serbs, Jews, Greeks, Rom Goranzis, Turcs and others) and even the Croats, who have been living for more than 800 years in their villages on the mountain of Skopska Gora between Kosovo and Macedonia, have been chased away. It seems that UNHCR is getting ready to evacuate 40.000 Serbs among those who lived ghettoised in their villages under the frail protection of KFOR since the end of the war.

This independence might also destabilise Bosnia that lives a partial freedom under the EUFOR control without solving the problem of the three ethnics after 11 years and with the increasing presence of Muslim Arabs in the country. They should be more than 50.000.

A KFOR-NATO rapport denounced the scary growth of organised crime and of illegal traffic in Kosovo. Hasim Thaqui –Madeleine Albright chose him as an interlocutor to president Rugova at Rambouillet Conference, when he was the UCK commandant; he is today the leader of the Democratic Party of Kosovo- has accused the Government of Agim Ceku to be formed by criminals. Ceku, former UCK general, commanded the massacre of Medak Pocket in Kraijna. The former Prime Minister Ramush Haradanj, leader of Ceku’s Party AAK, has an allegation for war crimes at the TPIY in Haig. In any case, the Interpol has recently withdrawn the capture mandates requested by Serbia to Thaqui, Ceku and Haradinaj, who are accused of war crimes in Belgrade.

There is something sure, USA and NATO have legalised illegality. And media plaid their game.
