VUČIĆ U ČUDU, VULIN PRIJETI TUŽBAMA
'Žao mi je što je hrvatska humanost trajala samo dva dana, kod nas je bilo 140.000 ljudi'

Srbijanski ministar rada i socijalne skrbi Aleksandar Vulin poručio je u četvrtak Hrvatskoj da ne zatvara granicu i međunarodne puteve i najavio da će, u protivnom, Srbija zatražiti zaštitu pred međunarodnim sudovima.

"Želimo upozoriti Hrvatsku i svaku drugu zemlju da ne dolazi u obzir zatvaranje međunarodnih puteva i da ćemo zaštitu svojih ekonomskih i svakih drugih interesa zatražiti pred međunarodnim sudovima", izjavio je Vulin u Horgošu za agenciju Tanjug, reagirajući na raniju najavu iz Zagreba da bi Hrvatska mogla zatvoriti svoje granice bude li dnevno pristizalo toliko izbjeglica kao u srijedu, kada ih je stiglo više od 5.000.

Ministar Vulin kaže kako to što "Hrvatska nije u stanju skrbiti za svega 6.000 ljudi nije i ne smije biti razlog" da se prijeti okružju, a još manje da se izbjeglicama uskrate elementarna ljudska prava.

"Mi nećemo plaćati cehove tuđe nesposobnosti. Ako Hrvatska nije sposobna izboriti se sa 6.000 migranata, Srbija je spremna poslati joj pomoć i ljude koji su se posljednjih mjeseci izborili sa 140.000 mirnih i civiliziranih ljudi koji nisu napravili niti jedan incident", rekao je Vulin, dodajući kako mu je "žao što je hrvatska humanost i solidarnost trajala samo dva dana".

Vulin je upozorio da je Srbija dosad registrirala "više od 140.000 ljudi koje je i nahranila, liječila i zaštitila", dok Hrvatska sa 6.000 još neregistriranih migranata "prijeti zatvaranjem međunarodnih puteva i granica".

"Da je Srbija zatvorila svoje granice kad je u jednoj noći iz Makedonije i Grčke ušlo više od 9.000 migranata, danas bi Makedonija bila suočena s potpunim kolapsom, a EU s humanitarnom katastrofom neslućenih razmjera", ustvrdio je Vulin pošto su hrvatski dužnosnici u četvrtak najavili će Hrvatska zatvoriti granicu bude li ponovo u jednom danu na njezin teritorij ušlo oko 8.000 izbjeglica.

"Nema potrebe da dolazite, niti je Hrvatska zainteresirana da bude mjesto na kojem ćete pokušati tražiti istu zaštitu koju možete imati i u onim zemljama u kojima ste već", izjavio je u četvrtak hrvatski ministar unutarnjih poslova Ranko Ostojić, potvrdivši da je granica Slovenije zatvorena za izbjeglice, a tranzitni koridori ne postoje.

Beogradski elektronički mediji prenose u četvrtak navečer i izjavu srbijanskog premijera Aleksandra Vučića iz Washingtona kako "ne razumije zašto je Hrvatskoj problem da osigura nužnu pomoć i potporu izbjeglicama".

Vučić je dodao da Srbija u potrazi za rješenjima izbjegličke krize "surađuje sa svima i spremna je tako i nastaviti".

"Znate, u našoj zemlji ti ljudi prođu oko 600 kilometara i ostaju mnogo duže nego što su ostali u Hrvatskoj koja ima taj problem dva dana, a mi imamo četiri mjeseca", rekao je Vučić u Washingtonu, gdje boravi u trodnevnom posjetu.

Naglašavajući kako je Srbija bila spremna prihvatiti izbjeglice, Vučić je rekao da ne razumije šta je problem "svima drugima oko toga, poglavito onima koji imaju rutu od 35 kilometara, pa zatvaraju puteve prema Srbiji".

"Nikako ne razumijem o čemu se sve radi. Možda mi ne umijemo kukati, plakati, tražiti novac... Ne znam o čemu je riječ?", rekao je srbijanski premijer komentirajući izbjegličku krizu koja se iz Srbije i s mađarsko-srbijanske granice od srijede prelijeva u Hrvatsku.

Croatia refuses to accept refugees, partly closes borders with Serbia

Croatia has closed seven of its eight border crossings with Serbia overwhelmed by a huge surge of refugees turned away by Hungary. PM said Croatia will not accept or accommodate asylum seekers any longer.

"We cannot register and accommodate these people any longer," Prime Minister Zoran Milanovic told reporters on Friday. "They will get food, water and medical help, and then they can move on. The European Union must know that Croatia will not become a migrant 'hotspot.' We have hearts, but we also have heads."

On Thursday Croatia closed most of its road border crossings with Serbia leaving only one on the main road linking Belgrade and Zagreb at Bajakovo. The decision came as over 13,000 refugees entered the country after Hungary closed its borders on Wednesday failing to cope with the refugee flow. Police told Reuters that about 500 refugees had been detained after crossing into the south of Hungary from Croatia on Thursday.

Some of the refugees appear to be stuck on the border between Croatia and Hungary. Reuters reported on Thursday that a convoy of more than 10 buses which was heading towards the Croatian city of Osijek was turned towards the Hungarian border. Refugees were offloaded at the Croatian border village Beremend, according to a Reuters reporter at the scene. Hundreds of migrants were also witnessed on Friday at a petrol station by a road in the Croatian border town of Beli Manastir.

Scuffles between refugees erupted on Friday at the Croatian Beli Monastir train station as the people were boarding the trains bound for Zagreb. Some were injured and received first aid.

Dozens of refugees staged a silent sit-in protest at the Serbian-Hungarian border near the town of Horgos on Friday. They held placards which read: “We don’t have houses anymore. We will live here,” and “This is shame for Europe.”

The site was a scene of violence on Tuesday, when police used water cannon and teargas to push back refugees attempting to enter Hungary.

Milanovic said on Friday he has called a session of Croatia's National Security Council. Interior Minister Ranko Ostojic told N1 Television that “it’s a matter of time” before Croatia closes all borders. 

Columns of asylum seekers were expected to turn to Slovenia, however the Interior Ministry said on Friday that Slovenia does not intend to open a corridor for the refugees heading to Western Europe to pass through.

"At the moment we have no basis on which we could form a corridor," Interior Ministry state secretary Bostjan Sefic told reporters.

'Time is running out'

The UN refugee agency (UNCHR) on Friday issued a stark warning that time was running out for Europe to resolve the current refugee crisis.

"With more than 442,440 refugees and migrants having arrived via the Mediterranean so far this year, some 2,921 deaths, and 4,000 people arriving on the Greek islands daily, the crisis is growing and being pushed from one country to another without solution," UNHCR spokesperson Adrian Edwards told reporters in Geneva.

The agency blamed an absence of a “coherent response” to the situation as the main reason for confusion which sometimes resulted in violence at the border crossings and camps. 

"This environment is fertile ground for people-smugglers and others seeking to prey on this vulnerable population," he said.

He welcomed European Parliament’s Thursday decision to relocate an additional 120,000 people to all countries of the EU.

Adrian Edwards said that the Extraordinary Justice and Home Affairs Council meeting called for Tuesday and the European Council meeting slated for Wednesday may be “the last opportunity for a positive, united and coherent European response to this crisis.”

“Time is running out," he said. 

The International Organization for Migration (IOM) warned on Friday that the situation risked turning into another WWII.

"It's very similar to what happened in the 1920s in Europe when the beggar-thy-neighbour policy on trade pitted countries against each other and led to the war,” said Joel Millman, spokesman for the IOM. 

“We fear that something similar is happening now with the kind of hardening of borders and as a response to Germany's decisions."

In a report issued on Friday, the European statistics agency (Eurostat) said that the number of people seeking refuge in the EU in the second quarter of 2015 was 85% higher than during the same period in 2014.

213,200 people have applied for asylum in second quarter of 2015, with Germany receiving the highest number of applications – more than a third. Hungary had 15 percent; Austria had 8 % followed by Italy, France and Sweden – each 7 %. Compared with the population of each EU member state, the highest rates of registered first time applicants during the second quarter 2015 were recorded in Hungary, according to Eurostat. Most of the asylum seekers are from Syria and Afghanistan, it said.

‘Human smuggling’? Hungary stops train with 1,000 asylum seekers escorted by 40 Croatian police

An unannounced train carrying over 1,000 asylum seekers, accompanied by around 40 Croatian police officers, has been intercepted by Hungarian authorities, who accused Zagreb of breaking international laws and intentionally participating in “human smuggling.”

The train carrying up to 1,000 refugees was accompanied by some 40 Croatian police officers, who were reportedly detained and then sent back. Croatian police however refuted initial reports that officers accompanying the train were detained or disarmed, explaining that 36 officers “returned” to Croatia in the evening.

“There was no disarming or arrests. It is not true,” Croatian police spokeswoman Jelena Bikic told Reuters, claiming that there was “an agreement about the escort between the police officers from the two sides in advance.”

Hungarian authorities said that the incident happened due to Croatia’s failure to coordinate train’s border crossing. According to the head of the Hungarian disaster unit, Gyorgy Bakondi, the Croatian train arrived at Magyarboly without any prior notice, bringing the number of unannounced arrivals to over 4,000 on Friday alone.

Croatia’s FM Vesna Pusic claimed that the two countries had agreed “to provide a corridor” for refugees, Sky News reported. However Hungarian spokesman Zoltan Kovacs rejected the claim as a “lie.”

“The Croatian system for handling migrants and refugees has collapsed basically in one day,” Kovacs added. “What we see today is the failure of the Croatian state to handle migration issues. What is more we see intentional, intentional, participation in human smuggling taking the migrants to the Hungarian border.”

Hungary’s foreign minister earlier in the day accused Croatia of encouraging migrants to break the law.

“Rather than respecting the laws in place in the EU, they (Croatia), are encouraging the masses to break the law, because illegally crossing a border is breaking the law,” Peter Szijjarto said in Belgrade. “At the moment, the Croatian government is transporting migrants – in contravention of the laws in force in the European Union – towards the Hungarian border instead of giving them a place to stay and looking after their needs,” he added.

After Hungary blocked off their border with Serbia this week with the aid of a metal fence and riot police, migrants flooded neighboring Croatia in search for an alternative route. More than 17,000 have arrived in the country since Wednesday morning.

“We cannot register and accommodate these people any longer,” Croatian Prime Minister Zoran Milanovic told a news conference. “They will get food, water and medical help, and then they can move on. The European Union must know that Croatia will not become a migrant ‘hotspot’. We have hearts, but we also have heads.”

Meanwhile European Commission President Jean-Claude Juncker offered Croatia logistical and technical assistance to cope with the migrant flow during a conversation with Milanovic.

“Both stressed the need to enhance the protection of the EU's external border, to step up EU assistance in our immediate neighborhood and to make swift progress on operational solidarity between the EU Member States to cope with the refugee crisis,” Juncker's office said.

Dok se Evropljani na čelu sa Nemačkom svađaju i prepiru kako će raspodeliti 500.000 izbeglica iz Sirije, jer će to biti “veliki udar” na njihovu ekonomiju, kao da se zaboravlja da je samo Srbija tokom devedesetih godina primila blizu 900.000 izbeglica i raseljenih lica, pre svih iz Hrvatske, Bosne i Hercegovine i sa Kosova i Metohije.

Talasi izbeglica, koji svakim danom stižu u Evropu, prete da preliju zemlje Evropske unije. Glavno pitanje u javnosti bilo je – koliko će koja država dobiti migranata i da li će moći da se izbori sa tim vrtoglavim brojkama? Ali, pre svega, setimo se i naše situacije 90-ih godina, naših brojki, kapaciteta i mogućnosti.

Zbog krizne situacije sa migrantima, Martin Šulc je pozvao na iznalaženje zajedničkog evropskog rešenja za situaciju sa migrantima i izbeglicama i na primenu sistema kvota za raspodelu izbeglica među državama članicama EU.

On je izrazio sumnju da države članice mogu da postignu bilo kakav uspeh putem individualnih mera. Nakon prisutnog straha od hiljada izbeglica koje iz dana u dan pristižu u sve većem broju, ipak je donesen plan briselske Komisije gde je odlučeno da je pred Nemačkom veliki zadatak – da primi najveći broj migranata.

Pre nego što se budemo bavili nemačkim problemima, podestimo se situacije u Srbiji 90-ih. Ratovi 1991-1995 i 1999. doneli su u Srbiju veliki broj izbeglica iz Hrvatske, Bosne i Hercegovine, Makedonije, Slovenije… Sa KiM je nakon 1999. prebegao veliki broj Srba u užu Srbiju i Vojvodinu, a, oni se, budući da su izbegli iz svojih kuća, ali razmešteni na teritoriji svoje zemlje, tretiraju kao raseljena lica.

Savo Štrbac, predsednik Informaciono-dokumentacionog centra “Veritas”, za portal Srbija Danas.com iznosi neverovatne podatke sa kojima se Srbija suočavala tih godina, imajući sličan problem kao zemlje EU danas.

Štrbac kaže da je prema popisu Komeserijata za izbeglice Srbije koji je verifikovao UNHCR-a 1996. godine izbeglica iz Hrvatske je tada bilo 297.543, iz Bosne 254.326, iz Makedonije 1.322, iz Slovenije 3.168, onih koji nisu hteli da odgovore 9.916, onih koji su pisali samo “SRJ” 949, što je ukupno 566.275 – toliko je popisano izbeglica u Srbiji 1996. godine.

Nakon reintegrisanja Istočne Slavonije, Baranje i Zapadnog Srema nakon 1998. godine u Srbiju je stiglo još 90.000izbeglica.

Raseljenih lica sa Kosova i Metohije posle 1999. godine ima 230.000.

To znači da je ukupno Srbija hranila 886.275 izbeglica i raseljenih lica!

“Bilo je i kasnijih popisa, ali ovi su najrelevantniji. Nakon ratova bilo je svega – ili su se vraćali u svoje stare krajeve, ili su odlazili negde u svet, ili ostajali u Srbiji i dobijali srpsko državljanstvo i tako se integrisali, pa su obrisani kao izbeglice”, kaže Savo Štrbac.

“Jasno je da je Srbija mnogo manja i skromnija od Nemačke. To je bilo strašna situacija za Srbiju (tadašnju SRJ), jer je bila izmučena ratovima, tako da je to bilo veliko opterećenje. Bez obzira što nam je pomagala Međunarodna zajednica preko UNHCR-a - to bilo mnogo teže za Srbiju nego za sadašnje stanje koje se očekuje u zemljama EU”, rekao je Štrbac.

Situacija u Nemačkoj

“Nemačka bi to sigurno podnela finansijski. Ali tu postoje drugi problemi, kao što su kulturološki i bezbednosni, i to usložnjava situaciju. Srbija je imala rat, inflacije, siromaštvo, tajkuni su je opljačkali nakon rata – a sa druge strane Nemačka kao najbogatija, ima visok standard i dosta veću površinu”, kaže Štrbac.

“Dakle Srbija je sa 1999. godinom, sa raseljenim licima sa KiM, imala oko 800.000 izbeglica, a Nemačka sigurno može više, čak i nekoliko miliona. U to ne treba sumnjati.”, zaključio je Štrbac.

Dragaš: Srbija finansirala 5% u pomoći izbeglicama, ostatak su izneli građani

Ekonomista Branko Dragaš konstatuje da smo tokom 90-ih godina imali masovno proterivanje Srba. “Svega oko 5 odsto država Srbija je učestvovala u finansiranju izbeglica, sve ostale troškove podneli su građani Srbije. Prema tome, Nemačka svoj problem treba da rešava na svom državnom nivou, pa da vidimo da li će građani Nemačke moći da prihvate migrante koji su došli kao posledica pogrešne politike Zapada ka arapskom svetu”, kaže Dragaš. On navodi da mi nismo krivi za migracionu krizu, već da „za to treba da odgovaraju Evropska unija i Amerika“.

“To je njihov problem. Uostalom, ako zemlje EU tipa Mađarska, Češka ne žele da prihvate kvote, ne vidim razloge da i mi prihvatamo neke izbeglice. Možemo da pomognemo samo dok su oni u tranzitu kod nas, i to u vidu najosnovnijih potreba”, rekao je Dragaš.

Hrvatska prima 500 izbeglica?!

Govoreći o aktuelnim raspodelama izbeglica po članicama EU, Štrbac kaže da Hrvatska dobija nedefinisan broj, i da negira da će primiti onoliko koliko im dodeljuje EU.

“Oni su sada Hrvatskoj po tim kvotama dodelili 3.200 migranata, a hrvatska ministarka i tu cifru negira i govori o primanju 500 migranata!”, kaže Štrbac.

Više od 800.000 izbeglica

“Dakle Srbija je zaključno sa 1999. godinom sa raseljenim licima sa Kosova i Metohije hranila više od 800.000 izbeglica. Ovaj broj je bio veliki za Srbiju. Broj izbeglica sa kojima se suočavaju današnje zemlje EU nije alarmantan, s obzirom koliko je Srbija mala zemlja i kako se finansijski izborila u našem slučaju”, zaključio je Štrbac.
