APPELLO PER LA LIBERAZIONE DI UN PROFESSORE UNIVERSITARIO PALESTINESE
Yousef Abdul Haq è nato a Salfit (Palestina) nel 1944.
Ha studiato Economia all'Univesità Ein Shams (Egitto), e nel 1980 è
stato tra i fondatori del Dipartimento di Economia presso la Facoltà di
Economia e Scienze Amministrative dell'Università Nazionale An-Najah
(Nablus, Palestina). An-Najah (www.najah.edu),
con quasi 10.000
studenti, è l'università più grande della Cisgiordania.
Nel 1982 è stato deportato in Giordania; rientrato in Palestina nel 1995,
ha ripreso il suo posto di docente di Economia all'Università di Nablus,
dove ha tenuto numerosi corsi (Sviluppo economico, Economia della
Palestina, Economia di Israele). Nel 1999 è stato ospite dell'Università
Pierre Mendès di Grenoble (Francia).
Durante gli ultimi mesi, che hanno visto la rioccupazione della
Cisgiordania da parte dell'esercito israeliano, la distruzione delle
infrastrutture civili palestinesi, i rastrellamenti massicci nelle città
e nei campi profughi rasi al suolo dai carri armati, la negazione dei
diritti fondamentali agli oltre 3 milioni di Palestinesi che vivono nei
territori occupati, Yousef Abdul Haq ha condiviso il destino della sua
gente.
Il 16 aprile 2002, durante l'occupazione di Nablus, è stato arrestato
dalle forze di occupazione israeliane e portato nel campo militare di
Howwara: con lui centinaia di altre persone, tra cui molti ragazzi
giovanissimi e un uomo anziano su una sedia a rotelle. Tutti legati
strettamente tra loro e tenuti bendati ininterrottamente per intere
giornate; picchiati e trattati in modo disumano dai soldati israeliani,
che di notte camminavano sui corpi dei prigionieri ammassati sul pavimento
- secondo quanto raccontato da alcuni dei detenuti che sono stati nel
frattempo rilasciati.
Yousef Abdul Haq è stato poi trasferito nel campo militare di Ofra per
essere ulteriormente interrogato, e successivamente nel centro di
investigazione di Askelon. Un primo processo, senza capi di imputazione,
è stato fissato per il 23 maggio, ma la detenzione è stata prolungata di
altri 18 giorni, e poi ancora ripetutamente fino ad oggi.
Le indagini, durante le quali si è tentato invano di estorcergli delle
confessioni anche ricorrendo alla minaccia di deportazione a Gaza o in
Giordania - come riferito dal suo avvocato -, sono terminate il 25 giugno,
e in assenza di imputazioni nei suoi confronti il tribunale ne ha disposto
il rilascio dietro cauzione (3000 shekel, pari a 640 euro).
Questa decisione è stata però bloccata dai servizi segreti israeliani
che nel giro di un giorno hanno presentato la loro accusa: Yousef Abdul
Haq sarebbe membro del Fronte Popolare per la Liberazione della Palestina
e ricoprirebbe in esso un posto di responsabilità (il Fronte Popolare per
la Liberazione della Palestina è un'organizzazione politica che lavora
per la costruzione di uno stato palestinese indipendente, ma è
considerato dal governo israeliano un gruppo terroristico). Non ci sono
prove che avvalorino questa accusa.
L'accusa - come è emerso nella prima seduta del processo, il 13 agosto
2002 - poggia solo su alcune testimonianze; tuttavia durante l'udienza i
testimoni hanno dichiarato che le loro confessioni sono state estorte
sotto tortura.
La seconda seduta del processo è fissata per il 19 settembre 2002 e dopo
mesi di detenzione illegale Yousef Abdul Haq, che soffre di disfunzioni
renali, è tuttora rinchiuso in una cella della prigione di Askelon.
I firmatari del seguente appello ritengono che la detenzione del prof.
Yousef Abdul Haq costituisca una grave violazione dei diritti umani;
CHIEDONO pertanto al governo israeliano L'IMMEDIATA LIBERAZIONE DI YOUSEF
ABDUL HAQ, e di tutti quelli che come lui sono detenuti senza validi
motivi.
Preoccupati dai frequenti attacchi nei confronti di intellettuali e
universitari per le loro opinioni, CHIEDONO inoltre il RISPETTO DELLE ISTITUZIONI
ACCADEMICHE SCIENTIFICHE E CULTURALI PALESTINESI, e DEL DIRITTO ALLO
STUDIO, ALL'INSEGNAMENTO E ALLA RICERCA per migliaia di Palestinesi.

APPEAL FOR THE LIBERATION OF A PALESTINIAN UNIVERSITY PROFESSOR
Yousef Abdul Haq was born in Salfit (Palestine) in 1944.
He went to Ein Shams University (Egypt) to study Economics and in 1980 was
among the founders of the Department of Economics of the recently
established Faculty of Economics and Administrative Sciences at An-Najah
National University (Nablus, Palestine). An-Najah University
(www.najah.edu), with close to 10.000 students,
is the largest university in the West Bank.
In 1982, Yousef Abdul Haq was deported to Jordan. He went back to
Palestine in 1995 and returned to his teaching position at An-Najah
University, offering courses on Economic Development, Palestinian Economy,
Israeli Economy. In 1999, he spent a few months as visiting scholar at the
Université Pierre Mendès (Grenoble, France).
Over the last few months, during the occupation of West Bank by the
Israeli Army, Yousef Abdul Haq has shared the destiny of his people: the
destruction of the Palestinian civil infrastructure, round-ups in the
towns and in the refugee-camps razed by the tanks, the annihilation of
basic human rights for the millions of Palestinians living in the occupied
territories.
On the 16th of April, 2002, during the occupation of Nablus, he was
arrested by the Israeli occupation forces and taken to Howwara military
camp: with him were hundreds of people, many of whom were very young, and
an old man in a wheel-chair. All of them were tied up to each other and
held blindfolded without interruption for several days; they were beaten
and treated inhumanly by the Israeli soldiers, who, during the night,
walked on the prisoners lying on the floor - as reported by some of the
arrested who have since been released.
Yousef Abdul Haq was later transferred to Ofra military camp for further
investigation, and then to Askelon investigation centre. A first trial,
with no charge, was fixed for the 23rd of May, but the detention was
prolonged for 18 more days, and then again until today.
The investigations, during which they tried in vain to extract a
confession from him, including by threats of deportation to Gaza or in
Jordan - as reported by his lawyer -, ended on the 25th of June and, in
the absence of any charge against him, the Court decided to release him on
bail (3000 shekel, equivalent to 640 euro). But this decision was stopped by
Israeli intelligence which in one day presented its accusation: Yousef
Abdul Haq is supposed to be a member of the Popular Front for Liberation
of Palestine and supposedly occupies in it a position of responsibility
(the Popular Front for Liberation of Palestine is a political organization
working for an independent Palestinian state, but it is considered by the
Israeli government as a terrorist group). There is no evidence to support
this accusation.
The accusation - it became clear in the first trial session, on the 13th
of August, 2002 - is based only on some testimonies; but during the
session the witnesses insisted that their confessions were extracted under
torture.
The second trial session is fixed for the 19th of September, 2002, and
after months of illegal detention Yousef Abdul Haq, who suffers from a
kidney disorder, is still locked in a cell of Askelon prison.
We undersigned consider the detention of Prof. YOUSEF ABDUL HAQ as a
serious violation of human rights; we ASK the Israeli government for THE
IMMEDIATE RELEASE OF YOUSEF ABDUL HAQ and of all those who, like him, are
detained without valid reasons.
Worried by the frequent attacks against intellectuals and academics for
their opinion, we request RESPECT FOR THE ACADEMIC, SCIENTIFIC AND
CULTURAL INSTITUTIONS OF THE PALESTINIANS, and demand the RIGHT TO STUDY,
TEACH, AND CONDUCT RESEARCH for thousands of Palestinians.
