We have the heart for battle, says Montenegrin trained by SAS

An officer from Montenegro's Special Police, the Spezijalni, has
described the role of the SAS in training the force. Tensions between
Montenegro and Serbia – the last republics remaining in the Yugoslav
federation – are likely to be stretched even nearer to breaking point
by the revelations.
The 15,000-strong force will be the front line of defence if the
Yugoslav president, Slobodan Milosevic, attempts to oust the separatist
Montenegrin president, Milo Djukanovic, and replace him with a leader
loyal to the union with Serbia.
The presence in Montenegro of the Seventh Battalion of the Yugoslav
army, which has been busy recruiting there, raises the prospect of a
bitter fratricidal war on Montenegrin soil between the pro- and
anti-Milosevic camps.
Sparked by Mr Djukanovic's increasing threats to break away, the Seventh
Battalion keeps an ever-watchful eye on its Montenegrin counterparts.
But British involvement in the republic, in the shape of the SAS, may
have escaped the gaze of the black-bereted recruits to the Yugoslav
force.
The revelation comes amid an increasing sense of doom in Montenegro,
following the announcement by Mr Milosevic that he will seek re-election
as Yugoslav president in polls in late September. An internal EU
analysis recently predicted that Mr Milosevic would most probably win at
least another four years in office.
In the grounds of the Hotel Zlatica, now converted into a barracks on
the outskirts of Montenegro's capital, Podgorica, Velibor, 23, an
experienced officer in the Spezijalni, spoke of his time with the
British unit: "It was great. We learnt a lot. Some of the techniques
they use are different to ours."
The threat from fellow countrymen in the Seventh Battalion is treated
very seriously: "If somebody wants to harm our country, you have to
shoot him. It doesn't matter if it's your friend or your father or your
brother. My best friend – or he used to be, he joined the army and I
joined the police – told me 'brother, it's better for me to shoot you
because then you can't shoot me'."
Velibor stands well over 6ft tall, as do most of the officers in the
élite unit of the Special Police – seemingly in contrast to their
SAS tutors. "They told us 'You have very big guys here... we are all
small guys and we like to run, and you all like to lift weights.' We
were very strange to them."
The Special Police has a fierce reputation in Montenegro – its gung-ho
approach seemingly unsettling the SAS. "They thought we were crazy. When
two of us banged into a house and started shooting into walls, bullets
were flying around and they said 'Oh, it's a real gun, real bullets?
You're crazy guys, you don't have protection'. But we have a heart, we
don't have protection but we have a heart. A big heart."
The role of the SAS in Montenegro is highly sensitive, with the Special
Police seen as a challenge from inside Yugoslavia to Mr Milosevic. His
supporters have regularly claimed that "foreign forces" are arming and
training the Spezijalni. Montenegro's government officially denies any
involvement by foreign nations in the training or arming of the police.
The SAS training includes hostage rescue. A key scenario played out by
the anti-terrorist unit of the Spezijalni is how to react to an
attempted coup by forces loyal to Mr Milosevic.
The Seventh Battalion, all Montenegrin, whose largest contingent is
based near the northern town of Bijelo Polje, has been recruiting in
numbers for the past six months.
Ivan, a softly spoken man in his late thirties, fought for the Yugoslav
army during the wars that ripped Yugoslavia apart in the 1990s. He was
under the orders of Mr Milosevic then and would continue to follow his
orders now.
"If Djukanovic calls for a referendum or moves in any other violent way
towards independence, the Seventh Battalion will follow the orders of
the president. If there is a situation where weapons will decide the
outcome, we are ready. We are training for that."
Mr Djukanovic describes the Seventh Battalion as a "paramilitary force".
"Mr Milosevic has always formed groups with the aim of provoking
internal conflicts," he says.

Milosevic to bid for reelection in Yugoslavia

BELGRADE, July 28 (Reuters) - Yugoslav President Slobodan Milosevic
stepped
forward on Friday to stand for re-election in September, as an opinion
poll
suggested he could face defeat if the country's fractious opposition
parties
were able to unite.

U.S. President Bill Clinton and German Chancellor Gerhard Schroeder,
meanwhile, promised to help Serbia's democratic opposition join forces
against the man they called Europe's ``last aggressive dictator.''

The European Union added its voice in support of Serbia's opposition,
urging
it to unite against Milosevic. Yugoslavia protested to an EU troika over
the
bloc's statements accusing Milosevic of manoeuvring to hold on to

has called elections for both chambers of the federal parliament.
The president on Thursday signed decisions that elections for

Chamber of Citizens and the Chamber of Republics will be held on Sept
24,
2000, and that the assigned time for all deadlines for work on these
elections will start with the date of July 27.
The signing of the decisions was attended by Chamber of
Citizens

Although Velikic's family and neighbours immediately alarmed

Ethnic Albanian extremists also carried out another attack in
Orahovac last evening when a fire was set to the attic of Pero Stolic, a
Serb, at about 10 p.m. At the moment when the fire broke out, there were
nine members of the Stolic family in the house. The blaze was
extinguished
but the roof and upper floor have been completely destroyed.

BELGRADE Iran's Charge d'Affaires in Yugoslavia Javad Morad Khan here on
Thursday met Yugoslav Deputy Foreign Minister Novakovic and discussed
the expansion of bilateral political, economic and cultural relations.
In the meeting, Morad Khan referred to the recent economic, cultural and
sports cooperation between the two countries and underlined the
necessity of taking practical steps to further upgrade the level of
economic cooperation between the two countries.
The Yugoslav official noted Iran's independent positions in
international affairs and termed his upcoming visit to Tehran important.
He said the signing of a cooperation agreement between the Islamic
Republic News Agency (IRNA) and the Yugoslav news agency (Tanjug) which
took place during the recent visit of IRNA's Managing Director Fereydoun
Verdinejad to Belgrade, and the trip of an Iranian economic delegation
to Yugoslavia were important steps in strengthening the bilateral
relations.

I notice that your columnist Gordon Barthos, who has
spent the past sixteen months flakking for NATO's war
against Yugoslavia, suddenly has misgivings about
violent separatists in Corsica, and barely disguised
contempt for the peaceful variety in Quebec.
What's the matter, Gordon, doesn't the Corsican
National Liberation Front come up to your refined
humanitarian standards as does the so-called Kosovo
Liberation Army - with whom and on whose behalf Canada
and its NATO master the U.S. waged relentless war
against the people of Yugoslavia?
Granted, your KLA allies are a hard act to follow. In
the thirteen months since Western troops escorted them
back into the Serbian province of Kosovo they've
succeeded in murdering over a thousand innocent
civilians of all ethnic backgrounds, including not a
few fellow Albanians; have been implicated in the
disappearance of over a thousand others; have driven
out anywhere from a quarter to a half million Serbs,
Roma, Jews, Turks, Croats and other Albanians; have
created a de facto 'ethnically pure' apartheid system
governed by gangster tactics and clan warfare; and
have consolidated their undisputed control of Europe's
heroin trafficking and sex slave industries.
Apparently the Corsican separatists need to hire a
better public relations firm - and enlist the support
of a few North American journalists - and, voila,
they'll be transformed into 'freedom fighters.'

NATO's Robertson warns Milosevic on Montenegro

PARIS, July 27 (Reuters) - NATO Secretary-General George Robertson
warned
Yugoslav President Slobodan Milosevic on Thursday not to undermine the
rule
of Montenegro's pro-Western President Milo Djukanovic.

``The situation in Montenegro is very worrying,'' Robertson said after a
meeting with French Prime Minister Lionel Jospin.

``I again repeat my warning to President Milosevic not to make mistakes
that
he has made in the past and not to continue to undermine the elected
government of Montenegro,'' Robertson said.

In an evident reference to NATO's air pounding of Yugoslavia in last
year's
Kosovo crisis, Robertson earlier told the French newspaper Liberation in
an
interview: ``I say to Milosevic: watch out, look what happened the last
time
you miscalculated...''

Asked about possible NATO intervention, Robertson said: ``We aren't
saying
what we will do. One of the lessons of Kosovo is that you don't reveal
your
cards too far in advance.''

Relations between Serbia, Yugoslavia's dominant republic, and Montenegro
have
soured further over constitutional changes pushed through the Belgrade
federal parliament that are designed to extend Milosevic's rule.

Djukanovic said in Berlin this week that the measures had been taken to
provoke his government and ``induce a nervous reaction leading to the
introduction of direct military rule.''

Robertson said after his talks with Jospin: ``I know that the French
government shares these worries (about Montenegro) as well. All of
us...share
the concern about the provocations.''

The talks with Jospin also dealt with defence relations between NATO and
the
European Union.

France holds the EU rotating presidency and is a prime mover behind a
planned
EU rapid reaction force earmarked to intervene in crises in which the
United
States does not wish to be directly involved.

Robertson told reporters outside Jospin's office that the French
presidency
would have a major effect on Europe's defence ``but also on NATO.''

SULLA COSTANTE VIOLAZIONE DELLA RISOLUZIONE 1244

ALBANIA, UNMIK VIOLATING U.N. SECURITY COUNCIL RESOLUTION 1244
PRISTINA, July 27 (Tanjug) The United Nations civilian mission
in
Serbia's Kosovo and Metohija province UNMIK has allowed Albania to open
an
"official representative office" in Pristina in direct violation of U.N.
Security Council Resolution 1244 which guarantees the sovereignty of the
Federal Republic of Yugoslavia in this province.
The Albanian "representative," a certain Gazim Podgorica, has
already arrived in Pristina. It has been announced, and subsequently
confirmed in Tirana, that the "mission" head will be Albanian President
Rexhep Meidani's political adviser Vladimir Prela.
The latest move by the peace mission in the province should be
viewed within the increasingly open attempts by UNMIK chief Bernard
Kouchner to enable ethnic Albanian separatists not only to secure
Kosovo's
independence, but even the creation of some Greater Albania.
This is best confirmed by this latest move and the provocative
explanation that "the Albanian office has been opened in keeping with
the
U.N. Book of Regulations on the work of diplomatic representative
offices
in Pristina."
Kouchner is evidently acting as if Kosovo and Metohija had
already
acquired independence and he is now trying to annex it to Albania.
Kouchner is obviously not interested in the fact that this move
clashes with the stands of the international community established at a
G8
meeting a year ago and the U.N. Security Council resolution on Kosovo
and
Metohija.
This is also in direct violation of the Vienna Conventions on
diplomatic and consular relations which regulate the status of such
representative offices.
The Yugoslav government has already on previous occasions
pointed
out gross violations of the principles of its sovereignty and
territorial
integrity, and this is a case of opening of paradiplomatic
representative
offices.

ALBANESI DEMOCRATICI E JUGOSLAVISTI CONTRO IL NAZIONALISMO UCKFOR

CUSE: KOSOVO AND METOHIJA HAS FUTURE ONLY WITHIN SERBIA
KRAGUJEVAC, July 27 (Tanjug) The situation in Kosovo and
Metohija
is very tense and difficult because ethnic Albanian terrorists continue,
with the blessing of the UNMIK and KFOR, to attack, kill and abduct
Serbs
and not likeminded ethnic Albanians, President Sokolj Cuse of the
Democratic Reformist Party of Albanians and League for Peace Directorate
told TV Globus of the central Serbian town of Kragujevac late Wednesday.
Sokolj said he believed about 80 percent ethnic Albanians,
longterm residents of Kosovo and Metohija, are opposed to the anarchy
and
apartheid aimed against nonAlbanians which is being realized in the
province by international representative Bernard Kouchner. These ethnic
Albanians, who urge a multiethnic Kosovo and Metohija, and full national
and religious tolerance, cannot make themselves be heard because they
fear
the terrorists who are headed by Hashim Thaci, Sokolj said.
The arrival of the international civilian and military forces
in
Kosovo and Metohija, as well as their unreserved support to terrorists,
has
caused all Kosovo Albanians who do not support extremists to fear for
their
own safety. They are being terrorized, many of them have been killed,
their
daughters or sisters are being kidnapped and taken to unknown
destinations,
he said.
Kosovo and Metohija can have a future only within Serbia and
Yugoslavia, Cuse was adamant.

TETOVO BARRACKS A TRAINING CAMP FOR ETHNIC ALBANIAN TERRORISTS
SKOPJE, July 27 (Tanjug) In the Tetovo army barracks, at least
300 ethnic Albanian extremists are undergoing daily military training
under
the supervision of military instructors from the KFOR German contingent,
in
preparation for a wave of terrorist attacks in Macedonia, likely to take
place no later than autumn.
Apart from vigorous training, the militant ethnic Albanian
extremists continue with unobstructed smuggling and trade of weapons in
Montenegro and Macedonia, taking advantage of the fact that the section
of
the MacedonianYugoslav border in KosovoMetohija is quite penetrable and
currently not controlled by the Yugoslav army. The securing of
conditions for training camps for terrorists and transit of weapons
through
Macedonia were the chief topics of clandestine talks between the
notorious
ethnic Albanian leader Hashim Thaci and Arben Xhaferi, Dosta Dimovska,
as
well as one of the aides of the American embassy in Skopje. They met in
midJuly in Tetovo.
The frequent and unobstructed transit of weapons, and storage
of
these at dozens of locations in Macedonia, are only the initial stages
of
the reviving and spreading of interethnic clashes in the Balkans, which
will, as some warned, inevitably break out in Macedonia this time.

RISTIC: NATIONAL DEFENSE A PRIORITY
BELGRADE, July 26 (Tanjug) The Yugoslav parliament's Chamber
of
Citizens Foreign Policy Committee President and Yugoslav Left President
Ljubisa Ristic gave an interview to a broadcast by Yu Info television
late
on Tuesday, in which he spoke about the adopted amendments to the Law on
financing the Yugoslav Army and other topical political developments in
the
country and the world.
Speaking about the financing of national defense, about which
he
addressed parliament on Tuesday, Ristic said national defense was a
priority and that it had been necessary to make this quite clear to MPs.
"Fortunately, we live in a country where the vast, a
disproportionately large majority of citizens are patriotically
inclined.
That is the foundation of our success in national defense, the
foundation
of our success in national renewal and its future development," Ristic
said.
Asked how he saw the stand of the international community
toward
Serbia's Kosovo and Metohija province in the province itself, in the
field,
and in the United Nations Security Council where the Yugoslav
representative is not allowed to take the floor, Ristic said: "We are
deeply troubled on that issue."
"We have the terrible problem of 350,000 people expelled from
Kosovo, we have several hundred thousand people who are not our citizens
who came across the border which the international community left open
toward Albania and Macedonia into our territory, where they are
settling.
We have murders and usurping of property on a daily basis. The worst
things
conceivable, but we have patience and we know that the task of this

Ristic said, underscoring that this generation must realize this.
As the head of the Foreign Policy Committee of the Yugoslav
parliament, Ristic also spoke about Yugoslavia's diplomatic activities.
"Our foreign service has the closest, most solid, and daily
contacts and cooperation with countries such as China, Russia, India,"
he
said, adding that there was no need to speak about the significance of
these countries. He underscored that Yugoslavia's diplomats today had a
more difficult task than they did even during the 1948 Cominform crisis.
"Our country must secure its return to the NonAligned Movement,
it
must develop its relations with many Islamic countries, with which
relations have deteriorated through their support of the disintegration
of
our country and secessions," Ristic said, saying it was quite normal
that
these contacts should be more frequent.
"Contacts with Egypt are increasingly improving, let alone with
black Africa or Latin America which, as a region, actually all these
years
constantly and systematically provided the best, most constant support
to
our struggle," Risic said, pointing out that the Yugoslav foreign
minister
was due on a visit to Peru on Wednesday.
"These are very important countries for us. They are important
because they are countries which make a compact approach, which
represent a
strong bloc in the United Nations, in the NonAligned Movement, in
addition
to the group of African countries which are under great pressure since
they
are poor countries, because imperialism has its grave and longterm
interests there, and, in particular, because of the neocolonialism which
has resurfaced in Africa," Ristic said.

MOLDAVIAN PRESIDENT PRAISES YUGOSLAVIA
KISHINEV, MOLDAVIA, July 26 (Tanjug) Moldavian President Petre
Luchinsky has received Yugoslavia's ambassador to the Ukraine, Gojko
Dapcevic, who is also accredited to the Republic of Moldavia.
During
sincere and detailed talks Luchinsky underscored that friendship and
trust
link the people of Yugoslavia and Moldavia and that this is a basis for
successful bilateral cooperation. It was concluded that the leaderships
of
both countries attach great importance to the further development of
more
extensive links in all forms of bilateral cooperation, specially in the
economic sphere for which there is mutual interest and real
possibilities.
Luchinsky praised the struggle of the people of Yugoslavia in
the
defence of the sovereignty and territorial integrity of their country
during the MarchJune 1999 NATO aggression and during the continued
pressures.
He also supported the orientation of Yugoslavia's foreign
policy
which advocates openness and equality in international relations and
noninterference into the internal affairs of other countries.
Luchinski set out that Yugoslavia and Moldavia have identical
positions regarding peace and stability in the world, the affirmation of
equality of states and peoples and the respect of the basic principles
of
international law. He underscored the need for mutual support between
Yugoslavia and Moldavia in international relations, especially in
opposing
the policy of hegemonism.
Moldavia fully supports Yugoslavia's justified demands for its
full return to the United Nations and all other international
organizations
and institutions.
Luchanski upheld the full implementation of U.N. Security
Council
Resolution 1244 on the sovereignty of Yugoslavia in Kosovo and Metohija.
He
stated that Yugoslavia, headed by President Slobodan Milosevic, would
succeed in finding the best solution for overcoming the current
difficulties in the struggle against separatism and terrorism in
Serbia's
southern province.

KOSOVO POLJE, July 26 (Tanjug) Ethnic Albanian terrorists

on Monday morning looted and then torched the house of Milos Jovanic, a
Serb from the town of Kosovo Polje, close to Pristina.
Luckily, the entire Jovanic family was not at home at the time
of
the attack, but the house burned to the ground.
This latest arson case represents the realization of the
monthslong threats to the Jovanic family by the ethnic Albanian
extremists
whose clear aim was to drive them away from Kosovo and Metohija, just
like
the 250,000 Serbs who were previously forced to flee Serbia's southern
province.
Following an established pattern, KFOR and the UNMIK police
arrived too late, although their checkpoint is close by, as did the
firefighters whose arrival was useless since the fire had burnt itself
out.
The inactivity of KFOR and UNMIK renders them accomplices both
to
this morning's terrorist act and to all previous ones, many of which
resulted in the loss of lives.

ORAHOVAC, July 26 (Tanjug) Ethnic Albanian terrorists hurled a
Molotov cocktail at the house of Serb Milorad Soric in Orahovac, setting
it
on fire, amateur radio operators reported from crisis areas of Serbia's
southern Kosovo ad Metohija province late on Tuesday.
Soric's house was located hardly 50m from a control checkpoint
manned by the international force KFOR. The attack was launched 30
minutes
after midnight. The troops at the checkpoint intervened quickly, a fire
unit arrived, and other Serbs from Orahovac all helped contain the
flames.
Soric's house is located in the ethnic Albanian part of the
town.
Serbs kept withdrawing for security reasons toward the interior part of
this Serb enclave. The KFOR checkpoint was also moved back in pace with
the
Serbs, so that ethnic Albanian terrorists now torch the abandoned Serb
houses one by one.

YUGOSLAV ARMY CLOSES MONTENEGRIN-ALBANIAN FRONTIER
PODGORICA, July 25, 2000 (RFE/RL)

Local Albanian police chief Zija Hasa said in Skadar on 24 July
that Yugoslav army troops have recently turned back at least 300
Albanians at the Bozaj border crossing because they had no Yugoslav
visas, which Hasa called "a pretext," Reuters reported. He said that
the Yugoslav army recently increased its presence in the border area.
Montenegrin and Albanian authorities previously agreed not to require
visas for cross- border traffic. The Yugoslav embassy in Tirana,
which normally issues visas, has been closed since 1998. In the
Albanian capital, Foreign Ministry spokesman Sokol Gjoka said that
"this is a closure of Montenegro to Albanians".
