VICE-PRESIDENTE PRAVDIC 'OFFRE' 700 MILA ADDETTI A INDUSTRIE

(ANSA) - VICENZA, 20 APR - Del milione e mezzo di disoccupati della
Serbia almeno 700 mila potrebbero essere impiegati immediatamente in
piccole e medie imprese sul modello di quelle del nordest. E' quanto,
in estrema sintesi, ha sostenuto oggi il vice Presidente della Serbia
Aleksandar Pravdic incontrando gli industriali di Vicenza. Un invito
implicito a delocalizzare verso i Balcani, dove la manodopera non manca
cosi' e vi e' una grande voglia di uscire da una situazione economica
difficile, che, seppur in rapido cambiamento, risente ancora degli
effetti delle sanzioni internazionali. Un invito, quello di Pravdic,
che e' anche una richiesta di aiuto, che ha trovato risposta
dall'imprenditoria locale quando Valentino Ziche, Presidente degli
industriali vicentini, ha ricordato come in questo periodo si siano
intensificati scambi ai vari livelli per trovare punti di interesse
comune da sviluppare. Due i fronti su cui Pravdic ha rilevato essere
possibile una stretta collaborazione con l'Italia e il nordest in
particolare: quello di permettere una rapida privatizzazione
dell'impresa serba, con risvolti impliciti nello sviluppo finanziario e
bancario dell'area, e l'uscita del suo Paese dall'arretrattezza
tecnologica e formativa. Proprio per questo motivo, Ziche ha dato la
disponibilita' dell'imprenditoria vicentina ad agire specie sul fronte
delle infrastrutture per avvicinare la Serbia alle altre realta'

PRINCIPALI AZIENDE

L'Italia detiene il primato del maggiore investimento realizzato negli
ultimi tempi nella RFJ. La Telecom Italia ha infatti investito, insieme
alla greca Ote, 1,57 miliardi di marchi tedeschi nella Telecom
Serbia.il '96 e il '99 sono stati inoltre stipulati con l'Italia 237
nuovi contratti per piccoli investimenti per un valore globale di 237
milioni di marchi tedeschi. Da segnalare, quelli raggiunti tra la
Zastava e l'Iveco per l'assemblaggio di camion e tra la DMB e la
Lombardini nel campo dei gruppi elettrogeni e dei motori. I macchinari
utlizzati in molti settori produttivi (agroalimentare, abbigliamento,
elettrodomestici) sono in gran parte italiani ma devono essere
rinnovati. E' inoltre richiesta e sollecitata la presenza italiana nel
settore bancario attraverso l'apertura di filiali di banche italiane.

Rilevante, nel settore dei servizi, la presenza del gruppo SOL di
Monza, che ha acquistato la TGS di Skopje, societa' produttrice di gas
tecnici, e del gruppo italo-svizzero Duferco, azionista di Makstil,
attuale proprietaria dell'acciaieria di Skopje.

I CRIMINI ITALIANI AL CONFINE ORIENTALE
tra le due guerre (breve compendio)


Nel 1913 c'erano nella Venezia Giulia (esclusa Fiume) 321 scuole
elementari slovene e 167 croate, per
un totale di 942 classi; gli studenti sloveni erano 46.671, i croati
20.281. Nel 1923 entro' in vigore la
"riforma Gentile", che sanci' "l'introduzione graduale dell' italiano
come unica lingua d' insegnamento":
all'epoca le scuole slovene e croate nella Venezia Giulia e Fiume erano
ancora circa 400 con 52.000 alunni,
ma alla fine dell'anno scolastico 1928/29 tutte le scuole "non italiane"
furono definitivamente chiuse.
I cognomi cambiati furono circa 115.000, e cosi furono italianizzati
tutti i toponimi sloveni e croati.
A cavallo del 1927 e del 1928 furono devastati e distrutti col fuoco
circa 400 circoli culturali sloveni e croati; anche la stampa slovena e
croata fu soppressa all' inizio con incendi alle redazioni ed alle
tipografie e con le bastonate ai redattori, poi per legge dello Stato
nel 1929.
Il Tribunale Speciale fascista celebro' in tutta Italia 978 processi:
131 di questi furono celebrati contro Sloveni e Croati. Su 47 condanne a
morte 36 comprendevano Sloveni e Croati.
Il 6 aprile 1941 l'Italia attacca la Jugoslavia senza dichiarazione di
guerra [come nel 1999] e costituisce la "provincia di Lubiana". Nel
corso dell'occupazione italiana prima e tedesca poi del Litorale
Adriatico troveranno la morte circa 45.000 tra Sloveni e Croati ma anche
antifascisti italiani; verranno arrestate, internate e deportate nei
campi di concentramento italiani e tedeschi 95.460 persone e verranno
distrutte totalmente 19.357 case, parzialmente altre 16.837.
Nella citta' di Trieste nel corso di sette eccidi di rappresaglia (via
Ghegha, Opicina, Prosecco, i piu' noti) verranno fucilati o impiccati
181 ostaggi e non contiamo qui le "piccole" rappresaglie od esecuzioni
di una o due persone alla volta.
Nel lager della Risiera di S. Sabba [campo di concentramento nazista
alla periferia di Trieste] trovarono la morte, dopo atroci torture,
delle 3.000 alle 5.000 persone. Nel campo [di concentramento italiano]
di Rab/Arbe, in Dalmazia, furono internati dall'estate del '42 circa
15.000 deportati dalle zone occupate dall'esercito italiano: erano per
la maggior parte vecchi, donne e bambini.
Presso Udine venne istituito il campo di concentramento di Gonars: da
una lettera scritta dal maggiore dei Carabinieri Matteo Lecce comandante
il Gruppo di Udine: "La mortalita' nel campo... si mantiene sulla
media quotidiana da 3 a 7 su 6.000 internati, colpisce per il 32% i
bambini, pel 9% le donne adulte, pel
13% gli uomini e per il 46% i vecchi". (14/2/43).
Dalla Circolare 3C (1/3/42 e 1/12/42) compilata dal Comando Superiore
delle Forze Armate "Slovenia-
Dalmazia" (2.a armata):
"II trattamento da fare ai ribelli non deve essere sintetizzato dalla
formula -dente per dente- ma bensi'
da quella -testa per dente-!".
"Si sappia bene che eccessi di reazione, compiuti in buona fede, non
verranno mai perseguiti".
Da "Riservato a Mussolini", note dei servizi segreti repubblichini (ed.
Feltrinelli):
not. 17/4/44 "...Dopo la distruzione dei paesi, operata lo scorso mese,
l'attivita' dei banditi comunisti si limita a pattuglie esploranti...
Resta cosi' dimostrato che con l'eliminazione dei nuclei abitati e'
stata tolta al ribelli una base di rifornimenti di importanza
vitale...".
Telegramma del generale ROBOTTI a vari corpi armati:
"Dispongo che chiunque sia trovato in possesso di stampati per tessere
comuniste o documenti analoghi sia passato per le armi alt le abitazioni
in cui saranno trovati documenti di cui sopra dovranno essere distrutte"
(4/8/42).

ALBANIA: MINISTRO GIUSTIZIA PER UNIFICAZIONE CON KOSOVO

(ANSA) - TIRANA, 12 APR - Il ministro della giustizia albanese Arben
Imami,
leader del Partito per l'Allenza democratica (Pad), ha detto oggi che
''il
futuro obiettivo politico'' del suo partito ''e' l'unificazione pacifica

tra Albania e Kosovo''. Secondo Imami, il Pad lavorera' nella prossima
legislatura per giungere a questo risultato attraverso quattro diverse
direttive: l'unificazione politico-istituzionale tra le due entita',
l'unificazione monetaria, doganale e fiscale e l'unificazione nel campo
dell'istruzione ''per creare un unico spazio culturale albanese''. La
quarta direttiva indicata da Imami e' quella oggettivamente piu'
complessa:
''Incoraggiare un movimento diplomatico che convinca la comunita'
internazionale che l'unificazione tra Albania e Kosovo non crea una
forza
destabilizzante, ma e' al contrario una garanzia per la stabilita' di
Albania, Kosovo e di tutta l'europa sud-orientale''. Il ministro si e'
detto convinto che ''il processo di integrazione europea va in questa
direzione''. E' la prima volta che un esponente del governo albanese
(pur
se rappresentante di un partito minore) si esprime in favore
dell'unificazione tra Albania e Kosovo. In precedenza solo l'attuale
leader
dell'opposizione Sali Berisha (con il quale il Pad sta valutando se
partecipare insieme alle prossime elezioni di giugno), si era detto
favorevole alla creazione di ''una federazione albanese'' nei

KOSOVO: MITROVICA, SERBI BLOCCANO MEZZI KFOR E ONU

(ANSA) - PRISTINA, 17 APR - Manifestanti serbi hanno organizzato da
questa
mattina blocchi stradali intorno a Kosovska Mitrovica, turbolenta citta'

del Kosovo settentrionale per protestare contro una decisione della
missione delle Nazioni Unite (Unmik) per l'imposizione di dazi doganali
sulle merci provenienti dal vicino territorio della Serbia.
Andrea Angeli, portavoce della missione Onu, ha confermato che ai posti
di
blocco viene impedito il passaggio anche ai mezzi dell'Unmik e della
Kfor,
forza di pace a guida Nato.
La tensione e' molto alta anche dopo la decisione annunciata dal
comitato
di crisi serbo di voler interrompere tutte le relazioni con i
rappresentanti della missione delle Nazioni Unite. La prevista riunione
settimanale fissata per questa mattina con rappresentanti dell'Unmik e'
stata annullata dai delegati serbi. La notte scorsa un'auto di un
albanese
che si trovava sul lato serbo della citta' e' stata incendiata. Fino a
questo momento non si segnalano scontri. (ANSA).

"IL GOVERNO JUGOSLAVO NON APPROVA"

ZIVKOVIC: YUGOSLAV GOVERNMENT DID NOT APPROVE CUSTOMS POINTS
BELGRADE, April 17 (Tanjug) Yugoslav Interior Minister Zoran
Zivkovic told Tanjug Tuesday, on the occasion of the setting up of UNMIK

customs posts on the administrative boundary of Kosovo and Metohija,
that
noone on the Yugoslav side approved their opening.
Zivkovic, in a Serbian parliament break, said he heard UNMIK's
explanation that it was a reaction to the control points opened recently
by
the Republic of Serbia on the other side of the administrative boundary
"although there are no customs crossings."
Zivkovic assessed that "it was remark that deserves further
consideration," adding that a solution will most probably be found in
the
next few days.

UNMIK CUSTOMS WITHOUT KNOWLEDGE OF SERBIAN GOVERNMENT
BELGRADE, April 17 (Tanjug) The Serbian government said on
Tuesday that it was not informed or consulted about the introduction of
customs posts on the administrative boundary of Kosovo and Metohija with

the rest of Serbia.
Incorrect are all claims, coming from whatever side, that the
government was officially informed, or, even consulted, about the
introduction of customs posts at Rudnice and Jerinje near Zubin Potok
and
Leposavic.
"The Serbian government was informed about the introduction of
customs posts by the media and considers the decision wrong and contrary
to
all domestic and international legal regulations, and particularly
Resolution 1244," the statement said adding that UNMIK has been informed

about the position of the Serbian government.

"IL PARLAMENTO SERBO SI OPPONE"

SERBIAN PARLIAMENT OPPOSES CUSTOMS CHECKPOINTS IN NORTHERN KOSOVO
BELGRADE, April 17 (Tanjug) The Serbian parliament on Tuesday
strongly condemned the UN Civilian Mission for Kosovo and Metohija
(UNMIK)
decision to place Customs checkpoints at the administrative border
between
Serbia's southern province and other parts of Serbia.
A statement issued after a meeting, which the parliament
presidency held with the Democratic Opposition of Serbia, Socialist
Party
of Serbia and Party of the Serbian Unity party club representatives and
MPs
from KosovoMetohija, said that the Serbian parliament "strongly condemns

the placing of Customs checkpoints."
"Such onesided UNMIK administration moves are aggravating an
otherwise dramatic situation in KosovoMetohija and may increase the
plight
and moving out of Serbian and other nonAlbanian population," said the
statement submitted to Tanjug by the parliament's Information Service.
The Serbian parliament "believes that the embitterment of Serbs

throughout northern Kosovo is justified and therefore demands that UNMIK

urgently remove illegal Customs checkpoints, because they clash with (UN

Security Council) Resolution 1244," the statement said.

ANCHE LA DOS CONDANNA LA DECISIONE DELL'UNMIK

NO YUGOSLAV CUSTOMS ON ADMINISTRATIVE BOUNDARY WITH KOSOVO
BELGRADE, April 17 (Tanjug) DOS party grouping head in Serbian

parliament Cedomir Jovanovic said on Tuesday that "there are no customs
points on our side towards Kosovo and Metohija, nor did they ever
exist,"
but only points for controlling all goods entering FR Yugoslavia.
Kosovo and Metohija are part of Serbia and Yugoslavia and there
is
no reason for forming internal customs posts, Jovanovic told reporters
in
Serbian parliament.
Pointing out he expected from the Serbian government to react
officially, Jovanovic assessed that "everything that the international
community did last weekend deserves the strongest condemnation of both
the
Yugoslav and Serbian administrations" and that "there are no reasons for

such radical and flagrant violations of Resolution 1244."
KOSOVO INDEPENDENCE HOPELESS CASE, SERBIAN VICEPREMIER SAYS
LOZNICA, April 18 (Tanjug) The world community has not been
authorized by the Yugoslav or Serbian authorities to set up a customs
administration anywhere in KosovoMetohija, and it is unclear why, and to

what end, this has been done, Serbian VicePremier Vuk Obradovic said in
the
western Serbian town of Loznica late Tuesday. Asked at a press
conference
whether the establishment of the UN customs administration was a step
towards an independent KosovoMetohija, Obradovic, who is also the leader
of
SocialDemocracy (SD), replied that "independence of Kosovo is a hopeless

case", as this province was, and would be, part of Serbia and
Yugoslavia.
"Everybody in the world community should be aware of the fact
that
any problems emerging in the Balkans and southeastern Europe can only be

tackled through the socalled regional approach," Obradovic said.
BATIC: UNMIK'S DECISION HAS TO BE CHANGED
BELGRADE, April 17 (Tanjug) Serbian Justice Minister Vladan
Batic
said on Tuesday that UNMIK's decision for setting up customs posts on
the
administrative boundary of Kosovo and Metohija with Serbia was taken
without consultations with the Yugoslav and Serbian authorities.
The decision "has to be changed," he told reporters in Serbian
parliament.

YUGOSLAV GOVERNMENT WAS INFORMED ABOUT SETTING UP CUSTOMS IN KOSOVO
NEW YORK, April 18 (Tanjug) UN spokesman Fred Eckhard said in
New
York on Tuesday that UNMIK is the temporary authority in KosovoMetohija
and
that the decision to collect tax for local needs is in conformity with
the
mandate of the UN mission, and that all people in the province will
benefit
from the income.
Eckhard said that protests and objections of Kosovo Serbs
against
this decision would be better accepted if they were processed through
legal
channels.
The border taxes have a local character, and are intended for
resolving local problems, and therefore it is normal that they should be

collected in the territory of KosovoMetohija, a UN Secretariate legal
expert said.
The expert pointed out that the UNMIK decision is neither new
nor
unexpected, since, according to him, the Yugoslav government and the
Committee for cooperation with UNMIK were informed about it in
midFebruary.

BLOCCHI STRADALI PER PROTESTA

UNMIK AND KOSOVO SERBS LOCK HORNS
NORTHERN KOSOVO, 18 April (B92) As road blockades begin to
bite,
north Kosovo Serbs and the UN mission are continuing to dig their heels
in
over the Kosovo-Serbia customs dispute.
Serbian political representatives from the area pledged today
that
the blockades would remain for as long as UNMIK sticks to its decision
to
open customs checkpoints on the administrative border.
A Radio B92 correspondent reports that the selective blockades
on
KFOR and UNMIK supply routes are beginning to bite since army and police

will not allow food to be airlifted in to the international troops.
The squeeze has intensified with a further blockade in Kosovska

Mitrovica near the bridge over the Ibar River. In response to Belgrade
pleas of ignorance, UNMIK spokesman Frank Benjaminsen yesterday claimed
that in fact the Yugoslav authorities had given approval and indeed were

kept informed of the move.
Benjaminsen denied it was a further step towards the separation
of
Kosovo, adding that tax would be paid only on certain goods originating
outside Yugoslavia.
Unmoved, Serb leader Oliver Ivanovic warned of a possible
escalation of tension between protestors and KFOR.
Kosovska Mitrovica municipality president Nenad Radosavljevic
claimed that protest organisers were in fact Socialist activists and
smugglers who had manipulated the people. (Radio B92)
KOSOVOMETOHIJA SERBS BLOCK ROADS TO CENTRAL SERBIA
KOSOVSKA MITROVICA, April 17 (Tanjug) KosovoMetohija Serbs
blocked the road through Leposavic on Tuesday, bringing traffic between
the
Serbian province and central Serbia to a complete halt, after a decision
of
the local Political Defense Committee and the authorities of
municipalities
in northern Kosovska Mitrovica.
All roads in Kosovska Mitrovica, Zvecan, Leposavic, and Zubin
Potok have been blocked since 8 am on Tuesday. The blockade also applies
to
all vehicles of international organizations.

LEPOSAVIC, April 17 (Tanjug) Serbs in Leposavic blocked the

and other parts of Serbia. Serbs said that the "people in the Leposavic
municipality will
not allow a greater Albania to be set up by the placing of Customs
checkpoints at the administrative border between KosovoMetohija and
Serbia."
"Through a perfidiously pursued policy and disregard of UN
Security Council Resolution 1244 and the Kumanovo Agreement, KFOR and
UNMIK
have sided with ethnic Albanian extremists," it was said in a statement
made by the Serbs who blocked the road at 8 a.m. "We will use all
democratic means to oppose this."
The barricades, placed in Socanica, Leposavic, Lesak and
Jerinje
at the administrative border between KosovoMetohija and Serbia, will be
removed once Customs officers withdraw from the KFOR's Belgian
contingent
checkpoint.
The Leposavic municipality crisis board protest has been joined
by
all enterprises, shops and catering facilities, which stopped working at
9
a.m. Schools and universities have disrupted classes and lectures and
the
local health centre and outpatient clinics admit only the patients who
need
urgent treatment.
UNMIK police and KFOR troops are peacefully observing the road
blocks and their commands are constantly in touch with the Leposavic
municipality crisis board.
PROTESTS, ROAD BLOCKS TO GO ON UNTIL REMOVAL OF CUSTOMS CHECKPOINTS
KOSOVSKA MITROVICA, April 17 (Tanjug) Serbs in northern
KosovoMetohija will never accept Customs checkpoints at the
administrative
border between KosovoMetohija and other parts of Serbia, several
thousand
protesters taking part in a rally in northern Kosovska Mitrovica said on

Tuesday.
Protesters said that the UNMIK decision in Kosovo symbolised
one
of the attributes of statehood and that this was a first step towards
the
realisation of an independent Kosovo state.
Serbs will decisively oppose this decision, using all available

democratic means, it was said at the rally, held at the central town
square.
Member of the Political Committee for the defence of the
northern
part of KosovoMetohija Dr Milan Ivanovic said that the introduction of
Customs put economic and political pressure on the Serbs, brought their
survival into question and meant that their expulsion from Serbia's
southern province would continue.
Ivanovic said that KosovoMetohija was and would remain an
integral
part of Serbia and Yugoslavia and called upon Serbs to persist in their
struggle aimed at removing Customs checkpoints. He said that roads would

remain blocked until the withdrawal of this decision and that peaceful
rallies would be held every day.
The next protest rally is to be held in Zvecane on Wednesday.
The
Kosovska Mitrovica rally ended with a stroll to the road block at the
end
of the town, in the direction of Zvecane.
During the rally, two KFOR fighter plains and two helicopters
flew
low over the site.
KFOR SPOKESMAN: SERBS BLOCK KFOR VEHICLES ON FIVE ROADS
PRISTINA, April 17 (Tanjug) Kosovo and Metohija international
force KFOR spokesman Roy Brown said in Pristina on Tuesday that United
Nations and KFOR vehicles were stranded on at least five roads in
northern
Kosovo and Metohija blocked by Serbs from this part of the province in
protest against a unilateral decision by the U.N. Kosovo civilian
mission
UNMIK to set up a tax checkpoint on the administrative boundary between
Kosovo and Metohija and Serbia proper.
KFOR is trying to resolve the situation without confrontations,

but it has warned that members of the international force are ready to
remove the blockades if necessary for peacekeeping operations or "the
passage of the essential services," the spokesman said.

JUGOSLAVIA: MONTENEGRO, MANIFESTAZIONE CONTRO INDIPENDENZA DA
FEDERAZIONE

(ANSA-AFP) - PODGORICA (JUGOSLAVIA), 18 APR - Cica 10 mila
simpatizzanti della coalizione tripartita 'Per la Jugoslavia' hanno
manifestato ieri sera a Podgorica contro l'indipendneza del Montenegro,
piccola
repubblica che assieme alla Serbia forma dal 1992 la Repubblica federale
di
Jugoslavia. ''Dopo le elezioni legislative di domenica prossima non vi
sara' nessun
referendum sull'indipendenza'', ha detto Predrag Bulatovic, il
presidente del
Partito socialista popolare (Snp), uno dei tre schieramenti della
coalizione.
Dicendosi certo della vittoria, Bulatovic ha assicurato che invece del
referendum
promesso dall'attuale presidente indipendentista Milo Djukanovic la sua
alleanza
riprendera' il dialogo con la Serbia ''per il futuro della Jugoslavia''.
Nel corso
della manifestazione sono stati scanditi slogan ostili a Djukanovic, che
i
nazionalisti [SIC] accusano di essere troppo allineato con l'Occidente.
Alle legislative
di domenica, che fanno seguito alle elezioni anticipate tenute in Serbia
lo scorso
dicembre, il partito di Djukanovic e' favorito. Il presidente
montenegrino vuole
staccarsi da Belgrado e dar vita ad una unione tra stati sovrani con la
Serbia. Il
presidente jugoslavo Vojilsav Kostunica, succeduto a Slobodan Milosevic
lo scorso
ottobre, non e' favorevole all'indipendenza del Montenegro ma ha detto

MONTENEGRO'S FUTURE IS SAFE ONLY WITHIN YUGOSLAVIA
PODGORICA, April 18 (Tanjug) The coalition "Together for
Yugoslavia" is not fighting for the survival of the common state with
Serbia for the sake of Serbia, but because it is certain it is best for
Montenegro to be in a common state with that republic, Socialist
People's
Party President Predrag Bulatovic, the coalition election list's
principal
candidate, said late Tuesday.
Speaking at an election rally of this coalition in Podgorica,
Bulatovic said "the Montenegrin regime is preparing a trick...They want
to
maintain their personal and dictatorial power and privileges, to make an

independent Montenegro."
"Even though they mention some alliance with Serbia, they are
not
for a community with it, but for parting from Serbia and (for) borders,"

Bulatovic said.
He said the coalition would win at the Sunday parliamentary
elections in Montenegro and then continue dialogue with the democratic
authorities in Serbia on reorganizing the current Yugoslav federation.

PARIS, April 12 (Tanjug) French Foreign Minister Hubert
Vedrine
said in Paris late Wednesday that the international Contact Group
supports
democratic Montenegro in democratic Yugoslavia, and that any unilateral
decision would mean stoppage of political, financial and economic aid of

the international community to this republic.
Foreign ministers of the country members of the Contact Group
for
former Yugoslavia said at a press conference after the meeting that
general
elections in KosovoMetohija should be held only if security conditions
are
fulfilled, if all communities participate in them, and refugees return
to
their homes.
Russian Foreign Minister Igor Ivanov played a key role in the
finalization of this formulation, Tanjug said.
Ivanov told the press conference attended by foreign ministers
of
all country members that elections are the best way for forming
democratic
institutions, and that Russia in this respect cannot oppose them.
Asked by reporters whether he thinks that the general elections
in
KosovoMetohja should be held by the end of the year, U.S. State
Secretary
Colin Powell answered in the affirmative, while the other ministers did
not
give any time frames.
The Yugoslav authorities were sent a message of support for the

democratic changes, the undertaken measures towards reforms, the
establishing of a lawabiding state, and respect of the rights of
minorities.
INTERNATIONAL COMMUNITY DOES NOT SUPPORT SECESSION, SAYS
VEDRINE
PARIS, April 13 (Tanjug) The international community is
against
the possible secession of Montenegro from Yugoslavia and it does not
believe an independent Kosovo would be a good solution, French Foreign
Minister Hubert Vedrine has said.
One unilateral decision would provoke another, and then there
would be problems, Vedrine said in talks with reporters from Macedonia,
BosniaHerzegovina, and Albania after the end of the Contact Group
meeting
in Paris on Wednesday.
Asked how the world would react if Montenegro nevertheless opts

for independence, Vedrine said the international community was not
obliged
to say what it would do in reaction to something that has not yet
happened.
Praising the democratic changes in Belgrade, Vedrine said the
best
way to help was to understand that Yugoslavia needs time in order to
resolve its problems in stages and back all actions with legal
decisions.
All partners are in agreement on this, Vedrine said.
Asked if there were any disagreements on the situation in the
Balkans among the partners, he said the group had a joint policy, common

principles and core ideas, but that it was true that these were not
viewed
in exactly the same light by all.

DJUKANOVIC: LA SALVEZZA DEL MONTENEGRO E' L'INDIPENDENZA

MONTENEGRO'S SALVATION IS ITS INDEPENDENCE, SAYS DJUKANOVIC
BIJELO POLJE, April 12 (Tanjug) Montenegro's salvation lies in

its independence, Montenegrin President and Democratic Socialist Party
leader Milo Djukanovic said late Wednesday at the preelection convention
of
the coalition "Victory for Montenegro" in Bijelo Polje.
"We have been reconstructing and have almost reconstructed the
Montenegrin state after a whole century of its stumbling and systematic
extermination," Djukanovic said, and added that after a convincing
victory
of this coalition at the April 22 elections "a democratic referendum
will
be held in Montenegro."
He voiced hope that, at this referendum, the Montenegrin people

will give "a convincing majority vote for reconstruction and full
sovereignty of Montenegro," which the international community would
accept
and recognize.

PODGORICA, April 11 (Tanjug) As of December 2001, the euro
will
be the official currency in Montenegro, Montenegro's Premier Filip
Vujanovic announced in Podgorica late Tuesday.
Speaking at the promotion of the coalition "Victory of
Montenegro", comprising his Democratic Party of Socialists (DPS) and the

SocialDemocratic Party (SDP), Vujanovic said that "independence for
Montenegro, and its economic sovereignty are prerequisites for better
life," and that Montenegro will not allow someone else to control it any
more.
As a sovereign country, Montenegro will get more favourable
loans
from international financial institutions, but this will not be possible
if
it has to wait for Serbia to pay back huge loans obtained from the World

Bank, according to Vujanovic.

KOSTUNICA E' PREOCCUPATO!

KOSTUNICA PREOCCUPIED BY SURVIVAL OF COMMON STATE
BELGRADE, April 14 (Tanjug) Yugoslav President Vojislav
Kostunica
said he believed in the future of the common state of Serbia and
Montenegro
and that in the center of his attention was the survival of the common
state and its reconstruction.
Kostunica in an interview for the holiday issue of Glas
javnosti
daily newspaper said that "despite the means the authorities in
Montenegro
are clearly using, such as pressures, blackmail, threats, poisonous
rhetoric in the media, even the talk of hatred, I think what is rational

will prevail, which means that I believe in the future of a common
state."
Asked whether he would accept to run for president of Serbia in

case of the breakup of Yugoslavia, Kostunica said "at the moment when I
accepted candidacies of the Democratic Opposition of Serbia in the
summer
of last year I did not think about my personal career but about the
survival and future of the state, and I do not think about it now."
"Simply, there are so many reasons to fight for the survival of

the common state of Serbia and Montenegro and that is what I am thinking

about."
KOSTUNICA NO REASON WORTH BREAKING UP STATE
PODGORICA, April 15 (Tanjug) Yugoslav President Vojislav
Kostunica said Saturday evening he did not see any reason worth the
breaking up of the state community of Montenegro and Serbia.
"We can and should reconstruct Yugoslavia into a functional
federation, that will be correspond to the needs of Montenegro and of
Serbia," Kostunica said in an interview with the newlyfounded Podgorica
television production MN.
The Yugoslav President confirmed "that the will of the people
must
be respected, but a will that is not expressed against the backdrop of
pressures, blackmail and media manipulations and contrary to the
Constitution of Montenegro."
In his assessment, in regular conditions, the coalition of the
Democratic Party of Socialists and of the Social Democratic Party could
not
expect to win at the April legislative elections in Montenegro.
Commenting the statements of some Montenegrin officials that
Yugoslavia does not exist any longer, the Yugoslav head of state said
that
"the official authorities in Montenegro want one thing, and the whole
world
another."
"The whole international community says that Yugoslavia exists,

albeit inefficient in many elements," he said. "We want to make it
efficient and to what aspires our platform for new relations inside the
federation," Kostunica said.
YUGOSLAV PRESIDENT'S AIDE CALLS UNITARIZATION STORIES
PROPAGANDA
PODGORICA, April 13 (Tanjug) An aide to Yugoslav President
Vojislav Kostunica dismissed as unclear claims by Montenegrin officials
to
the effect that Kostunica's platform for a new federation of Serbia and
Montenegro is a political, rather than a government programme.
In a statement to Friday's issue of Glas Crnogoraca, Slobodan
Samardzic said that all of Serbia and part of Montenegro support the
"socalled political program", while "their socalled government program
drew
support only from a part of Montenegro that is colloquially referred to
as
'official', and they had better think about that".
Samardzic described as legally groundless claims by some
Montenegrin officials that consent to Kostunica's platform would mean
approval of unitarization of the common state.
Unitary states and federations do exist, and President
Kostunica's
platform envisages a federation with certain confederal elements, based
on
the specific structure of a possible federation of Montenegro and
Serbia,
Samardzic explained. Therefore, the unitarization story is sheer
political
propaganda, he noted.

LABUS MONTENEGRO'S DEBT OVER BILLION DOLLARS
BELGRADE, April 14 (Tanjug) The debt of Montenegro in the
total
debt of FR Yugoslavia to foreign countries is over a billion dollars,
and
not 307 million dollars as politicians in Podgorica claim, said Friday
evening Yugoslav Deputy Premier Miroljub Labus.
"If FR Yugoslavia was to disassociate, someone will have to
explain to the citizens of Montenegro that the per capita debt in that
Republic is much higher than in Serbia," Labus said in a Television
Politika talk show.
Pointing out he was speaking as an economist, Labus said he was

confident that FR Yugoslavia will be preserved, because its breakup
would
put off foreign capital inflow to Serbia and to Montenegro for at least
two
years, which is how long the process of redefining the debt balance
between
federation members would take.
INDEPENDENCE OF MONTENEGRO FROM ECONOMIST'S ANGLE - DINKIC
PODGORICA, April 14 (Tanjug) Yugoslav central bank governor
Mladjan Dinkic considers that the independence of Montenegro has no
economic reasons and would be more damaging than useful for the
Republic.
"The independence of Montenegro at this moment when Yugoslavia,

and Serbia, are making great strides in economic reforms and in their
integration into the world, has no meaning, all the more as the costs of

its independence will be greater than the benefits," Dinkic said to the
association of young journalists of Montenegro.
The governor of the National Bank of Yugoslavia considers that
the
Montenegrin economy is "not capable of surviving the competition of
European products."

DJUKANOVIC E VUJANOVIC: ANDREMO DRITTI ALLA META

DJUKANOVIC I WILL ASK FROM PARLIAMENT TO CALL REFERENDUM
BELGRADE, April 14 (Tanjug) President of Montenegro and of the

Democratic Party of Socialists (DPS) Milo Djukanovic said he was
convinced
his party will win at the upcoming elections after what he will ask from

parliament to call a referendum, and that the positions of Serbian
Premier
Zoran Djindjic were closer to him than those of Yugoslav President
Vojislav
Kostunica.
In an interview for the Saturday issue of Blic newspaper,
Djukanovic said he understands "a certain amount of fear of
international
political circles who, unfortunately, are not used to seeing civilized
solutions in the Balkans."
Djukanovic underlined that "the federal state does not have any

chance of surviving."
The Montenegrin president, speaking about relations with
Yugoslav
President Vojislav Kostunica and Serbian Premier Zoran Djindjic said "I
respect very much both the position of Mr. Djindjic and that of Mr
Kostunica...With Djindjic I have friendly relations, and I have known
him a
longer time. His pragmatism and realistic approach to economic and
social
issues and topics are closer to me," Djukanovic said.
THERE WILL BE NO MORATORIUM - VUJANOVIC
PODGORICA, April 14 (Tanjug) Montenegrin Premier Filip
Vujanovic
resolutely said that "there will be no moratorium for resolving
interstate
relations between Montenegro and Serbia."
In a statement for Radio Deutsche Welle, carried on Saturday by

Montenegrin media, Vujanovic said that the referendum on the statelegal
status of Montenegro will be called immediately after the constitution
of
the republic's new parliament, following elections on April 22.
He dismissed speculations that Montenegro's bid for
independence
might be the cause of instability in the region.
"The project we are proposing is in the interest of stable
relations of Serbia and Montenegro, and thereby of stability of the
region
as a whole," Vujanovic said.

irregularities existed in the election campaign in Montenegro.
This came in his comment about the statement made Sunday by
Kostunica in an interview with the new Television MN in Podgorica, that
the
coalition "The Victory is Montenegro's Milo Djukanovic" could not win at

the forthcoming parliamentary elections.
"Now I see what is the force that inspires our political
opponents
in Montenegro who persist in claiming there are many irregularities
here,"
Djukanovic said.

VUJANOVIC: MONTENEGRO WILL HAVE ITS OWN ARMY
PODGORICA, April 16 (Tanjug) Democratic Party of Socialists
(DPS)
VicePresident and Montenegrin Premier Filip Vujanovic said that
Montenegro
will soon have its professional army.
The Podgorica daily Vijesti quoted Monday Vujanovic as saying
at
the DPS preelection panel in Andrijevica that "no one in Montenegro will

ever be able to set up commands or appoint commanders."
"In just a few months, Montenegro will have its own
professional
army and its own defence," he said. He pointed out that Serbia has
been
offered a union of internationally recognized states "as the best
solution
for future relations."
"If they refuse talks on the issue, we will become independent
at
a referendum and also we will live better," Vujanovic said.
