The “Tribunal” is only interested in putting Milosevic on trial - not
Sharon, nor Pinochet nor the Murderer Generals from Turkey: Is it
impartial? Financed by the United States government and by Americain
millionaires, it refuses to investigate the war-crimes committed by NATO
and by the Albanian terrorists: Is it independent? Its modus-operandi
throws overboard numerous principles of law: Is it legal? We have a
portrait of a very bizarre “Tribunal”….
Should Milosevic go on trial in the Hague? Whatever your opinion of the
former President of Yugoslavia (and on the people really responsible for
the wars in the Balkans) should he not have the same right as any other
man to be tried by a fair and neutral tribunal that respects the law?
According to article 16 of the statute book of this famous War Crime
Tribunal, the Prosecutor is to act independently and not be subject to
orders from any government. According to article 32, the expenses of the
tribunal must be covered by the United Nations Budget. These two
principles are constantly being thrown out of the window
The President of the Tribunal, Gabriella Kirk McDonald, herself, told
the United States Supreme Court “"We benefited from the strong support
of concerned governments and dedicated individuals such as Secretary
Albright. As the permanent representative to the United Nations, she had
worked with unceasing resolve to establish the Tribunal. Indeed, we
often refer to her as the "mother of the Tribunal”. What a charming
mother! She declared on national television that sending five hundred
thousand Iraki children to their death was “justified”!
When the War Crimes Tribunal’s Chief Prosecutor, Louise Arbour indicted
Milosevic, guess whom she informed first… Bill Clinton – two days before
informing the rest of the world. Like her successor, Carla Del Ponte,
she often appeared in public with US officials. In 1996 she met the
Secretary-General of NATO and its European Commander in Chief “to
discuss the logistics of co-operation,” before signing a “memorandum of
mutual understanding”.
So who is paying the Piper?…..
Well, between 1994 and 1995, the War Crimes Tribunal received from the
US government $700,000 cash and $2.3 million worth of computer
equipment. From the Rockefeller foundation it received $50,000 and from
the US Multi-Millionaire speculator, George Soros, $150,000. Soros was
financing, at the same time, the main Albanian separatist newspaper in
Kosovo. Other donors: The giant Time Warner media empire (this might
explain some of the media silence on the dark sides of the War Crimes
Tribunal). And then there is the Oh, so official “Institute for Peace”
set up by President Reagan. A large number of the War Crimes Tribunal
lawyers come from the Coalition for International Justice, founded and
financed by …. Yes, you’ve guessed – George Soros. In May 2000 its lady
President McDonald thanked the US government for “generously providing
$500,000.” “ The moral imperative to end the violence in the region is
shared by all, including the corporate sector, she said. I am pleased,
therefore, that a major corporation has recently donated computer
equipment worth three million dollars".
With sponsors such as these, it is easy to understand why the War Crimes
Tribunal only pursues the enemies of the United States. That is why the
Croat and Muslim Nationalist leaders remain unpunished for their crimes
of ethnic cleansing during the wars of 1991 to 1995. Likewise the
leaders of the KLA and of NATO who were responsible for an illegal war
and for deliberately destroying the civil infrastructure of Yugoslavia
and for using unlawful weapons (cluster bombs and depleted uranium
bombs). Here are the real reasons for pursuing Milosevic:
1) An attempt to lay guilt on the Serbian people as a whole and thereby
hide the fact that the USA and Germany provoked and encouraged the wars
in Yugoslavia.
2) The wish to intimidate a Head of State who resisted globalisation.
3) The need to whitewash NATO’s criminal war, whose pretences and
media-lies have fallen through.

10 principles of law violated by the International War Crimes Tribunal

The Tribunal, in fact, betrays several totally fundamental principles
of law: the separation of power (executive, legislative and judicial),
equality between prosecution and defence, presumption of innocence till
proved guilty….
1) The International War Crimes Tribunal was founded in 1993 by the
United Nations Security Council (15 members dominated by the great
powers and the US veto) on the insistance of Senator Albright. The
normal channel for creating such a tribunal, as the United Nations
Secretary General pointed out at the time, would have been “via an
International Treaty established and approved by the Member States
permitting them full exercise of their sovereignty.** However,
Washington imposed an arbitrary interpretation of Chapter VII of the
United Nations Charter, that allows the Security Council to take
“special measures” to restore International peace. Is the Creation of a
Tribunal a “special measure”? Hardly. The International War Crimes
Tribunal itself is not legal.
2) Without precedent in the history of law, the Tribunal was empowered
with the task of setting up its own laws and regulations – regulations
that it has in fact modified frequently. Through a totally ludicrous
procedure for making changes, the President can make them on his own and
have them ratified by fax by the other judges! (rule 6).
3) Here’s another creative innovation. The laws of the International War
Crimes Tribunal can be retrospective - edited and tailored to fit the
facts after the event.
4) Worse still: the Prosecutor can also change these rules (the defence
can’t). And there is no "investigating judge" enquiring into charge and
counter-charge. The Prosecutor conducts the enquiry any way he pleases.
5) The Court can refuse a defence lawyer or simply not listen to him if
it finds him “aggressive” (rule 46).
6) The Prosecutor can with the approval of the judges, refuse to allow
council for the defence to consult certain books, documents, photos and
other material proofs (rule 66).
7) Moreover, the source of testimony and information can stay secret.
This means that the CIA agents can fill their dossiers with illegally
gathered accusations (through phone tapping, corruption, theft) without
having to submit to any kind of verification or cross-examination.
8) Representatives of other States (participants in the conflict, but
allied to the United States) can also submit confidential information
without having to undergo any questioning whatsoever.
9) An indictment can remain secret “in the interests of justice” (rule
53), so the accused cannot defend himself in the normal way.
10) A suspect, i.e. someone who has not even been indicted, can be
detained for ninety days before being charged – ample time to extract a
forced confession. Then rule 92 stipulates than confessions will be
deemed trustworthy unless the accused can prove the contrary. Whereas,
everywhere else in the world, the accused is presumed innocent until
proved guilty.
No national tribunal, in the United States or anywhere else in the world
would operate in such a blatantly unlawful or arbitrary manner. But when
it comes to condemning the enemies of the United States of America
principles of law no longer count. According to the masters of the
world, right belongs to the strongest and the richest.

NATO NEI BALCANI
Il disastro umano-ambientale (vi ricordate "gli effetti collaterali"?)
nei Balcani è di fronte agli occhi di tutti. Così come il fallimento
totale della presunta "guerra umanitaria", come le tante morti
provocate dai proiettili all'uranio impoverito usati dalla NATO. Ma la
procura di Firenze continua a perseguire chi si oppose ai tre mesi di
guerra - che videro il coinvolgimento diretto dell'Italia, avvenuto
con la violazione della stessa carta costituzionale.
Il 10 maggio è stata fissata, presso l'aula bunker di Santa Croce,
l'udienza preliminare davanti al GIP. 15 i processati per "resistenza,
violenza, lesioni a pubblico ufficiale, blocco stradale" a seguito
della manifestazione del 13 maggio 1999. Niente di eccezionale: banali
reati per un episodio su cui polizia e magistratura tentarono di
costruire una provocazione a larga raggio. Le varie denunce presentate
contro le forze dell'ordine sono state tutte archiviate.
L'AULA BUNKER, per l'udienza preliminare, E' UNA PROVOCAZIONE
INTOLLERABILE.
Una provocazione collegata a questa interminabile campagna elettorale:
bombe vere e bombe finte usate per criminalizzare l'opposizione
politica e sociale. In particolare, vogliono impedire che a luglio, al
G8 di Genova la scena sia conquistata dalle manifestazioni di massa,
abbuiando i padroni del mondo con l'impegno uscito dal forum di Porto
Alegre: "un altro mondo è possibile".
Il 13 maggio 1999 ci fu il grande successo dello sciopero delle
organizzazioni di base, 3.000 persone in piazza. Uno sciopero che
dimostrò la possibilità di lottare contro la guerra e la crescita, nel
paese, della consapevolezza dell'assoluta infondatezza delle ragioni
della guerra. Un risultato che non era scontato visto il sostegno dato
da CGIL-CISL-UIL alla politica del governo D'Alema.
A corteo concluso davanti al Consolato Americano partirono, senza
preavviso, delle durissime cariche poliziesche: candelotti sparati ad
altezza d'uomo, 5 manifestanti costretti alle cure ospedaliere, fra
cui una lavoratrice delle poste in gravi condizioni - mentre tanti
altri contusi evitarono di passare dagli ospedali.
Non c'è dubbio che l'atteggiamento delle forze dell'ordine fu
conseguente alla circolare D'Alema-Iervolino ("perché non vengano
tollerate manifestazioni contro basi militari e sedi governative") .
Un paese in guerra adegua il comportamento della propria polizia alla
situazione bellica.
I giornali del giorno successivo, nonostante la sollecita
ricostruzione dei fatti (basta pensare che il video, che fece tanto
scalpore dopo il passaggio alla trasmissione TV "Striscia la notizia",
avvenuto il 20 maggio sera, era stato fatto vedere ai giornalisti
durante la conferenza stampa del 13 pomeriggio) sono a senso unico:
"guerriglia contro la guerra".
Partì una veemente campagna di stampa, costruita per buona parte sulle
veline rilasciate dalla Questura di Firenze, dove si distinse "Il
Giornale" che per giorni parlò della manifestazione del 13 maggio come
di "Prove tecniche di banda armata". Alla campagna stampa seguirono
delle perquisizioni effettuate, senza alcun esito, dalla Digos e 46
denunce. Fu confezionato "un caso Firenze" con la criminalizzazione
delle strutture dell'autorganizzazione sociale.
Oggi, a parziale completamento delle cariche, feroci ed immotivate,
effettuate dalla polizia al consolato USA, e dopo aver scremato i
denunciati, arriva il processo. Il vero obbiettivo è quello di
allontanare lavoratori, lavoratrici, disoccupate/i dalle esperienze di
base, dalla partecipazione diretta alle mobilitazioni - ieri contro la
guerra, oggi contro la globalizzazione capitalistica ed i suoi
devastanti effetti politici, sociali ed ambientali.
Il processo rappresenta un appuntamento politico: non saranno gli
imputati a doversi difendere! E' la guerra NATO, il cui senso ed i cui
esiti a due anni di distanza sono comprensibili per chiunque, a dover
essere processata.

veline rilasciate dalla Questura di Firenze, dove si distinse "Il
Giornale" che per giorni parlò della manifestazione del 13 maggio come
di "Prove tecniche di banda armata". Alla campagna stampa seguirono
delle perquisizioni effettuate, senza alcun esito, dalla Digos e 46
denunce. Fu confezionato "un caso Firenze" con la criminalizzazione
delle strutture dell'autorganizzazione sociale.
Oggi, a parziale completamento delle cariche, feroci ed immotivate,
effettuate dalla polizia al consolato USA, e dopo aver scremato i
denunciati, arriva il processo. Il vero obbiettivo è quello di
allontanare lavoratori, lavoratrici, disoccupate/i dalle esperienze di
base, dalla partecipazione diretta alle mobilitazioni - ieri contro la
guerra, oggi contro la globalizzazione capitalistica ed i suoi
devastanti effetti politici, sociali ed ambientali.
Il processo rappresenta un appuntamento politico: non saranno gli
imputati a doversi difendere! E' la guerra NATO, il cui senso ed i cui
esiti a due anni di distanza sono comprensibili per chiunque, a dover
essere processata.

Con la deregulation delle tlc Belgrado guarda al
futuro

BELGRADO L’antenna del portatile impazzisce. Hallo,
Hallo... Chi risponde
al telefono nei Balcani? Al confine tra Macedonia,
Serbia e Kosovo, lungo
l’autostrada Belgrado-Salonicco, sul Decimo
Corridoio pan-europeo, si
scatena nell’etere la battaglia silenziosa del
roaming. Per un tratto il server
è macedone, appena acquistato da un consorzio
ungherese guidato da
Deutsche Telekom, poi si inserisce quello kosovaro
dell’Alcatel francese, si
passa quindi al serbo Mobtel (063) e, alla fine,
quando ormai si imbocca la
valle della Morava, aggancia Telecom (064) gestita
dalla Tim italiana di
Belgrado.
A Gljiane, in un punto preciso, chiamato la «Roccia
del gatto», alcune
migliaia di serbi rimasti in Kosovo intanto si
danno appuntamento nella
campagna, come fanno ogni giorno, per catturare con
il portatile il campo di
trasmissione di Belgrado, esempio di etno-economia
balcanica nei servizi
che in Bosnia le tre comunità, croati, bonsiaci e
serbi, applicano da tempo.
In Serbia la battaglia del roaming ne annuncia
un’altra, a colpi di centinaia di
milioni di dollari, marchi ed euro, per
l’acquisizione del primo gestore di linea
mobile con 900mila utenti, la Mobtel, di proprietà
dei fratelli Karic, la famiglia
kosovara che ha compiuto una spettacolare ascesa
economica negli anni
di Milosevic. Lo conferma, per la prima volta in
modo ufficiale, la portavoce
del gruppo, Anna Bovan: «Per lo 063 siamo in
trattativa con diversi
investitori, tra cui in primo piano ci sono
Deutsche Telekom, Vodafone e
l’austriaca Mobilcom. Certo prima di concludere
serve un passo
fondamentale: approvare la legge che consente di
cedere la maggioranza
di un’industria strategica a un investitore
straniero».
La vendita Mobtel sarà il primo grande affare in
Serbia dell’era
post-Milosevic. E questa volta Slobo lo dovrà
seguire da lontano, forse da
molto lontano se verrà estradato all’Aja dopo il
processo a Belgrado.
Anche l’azionista pubblico, la Ptt, sarebbe
intenzionata a cedere tutta o
una parte della suo 49 per cento. Le quote di
questa joint venture,
costituita nel ’94, e la maggioranza, in mano ai
fratelli Karic, sono custodite
nella Beka Trade di Mosca. Una delle tante
curiosità che spiegano perchè
Mobtel, almeno dal punto di vista finanziario, non
è caduta nella rete delle
sanzioni.
La firma di questo contratto, come quello tra la
Stet italiana e la Telecom
serba, è ormai un pezzo di storia balcanica.
All’inizio tutto avrebbe potuto
essere diverso. La Mobtel infatti eredita, come
spiega Anna Bovan, un
contratto già definito con la società americana Cgi
che in joint venture con
un’altra compagnia Usa, la Spring International
Comm., aveva battuto nel
’92 la concorrenza di Vodafone e France Telecom per
aggiudicarsi la
prima concessione di telefonia mobile per 20 anni:
66 milioni di dollari e
l’obbligo di pagare alla Ptt 2 dollari al mese per
ogni abbonato. La guerra in
Bosnia e il primo embargo contro Belgrado, fanno
saltare l’accordo che
apre la strada ai Karic: partiti da Pec, nel
Kosovo, dove erano famosi per
rallegrare con la loro orchestra le feste di
matrimonio, i fratelli sono
diventati in questi anni il più ricco e importante
gruppo privato con interessi
dall’edilizia, all’editoria, dalla telefonia alle
televisioni.
Gli eccellenti rapporti tra questa famiglia di
kosovari e l’ultra-nazionalista
serbo Milosevic sono stati all’origine di questa
business story. Da un paio
d’anni però i Karic, che avevano anche ricoperto
posti di responsabilità nei
Governi controllati da Milosevic, si erano smarcati
da Slobo. La loro rete tv,
Bk, è stata la prima venerdì scorso a iniziare la
diretta davanti alla villa di
Dedinje dove era asserragliato Milosevic: con una
punta di esagerazione i
socialisti accusano la tv dei Karic di essere stata
tra i protagonisti
dell’arresto dell’ex presidente jugoslavo.
Decisiva per il futuro di Mobtel ma anche della
Telecom Serbia — 29% Tim
e 20% alla greca Ote — sarà invece la nuova legge.
La bozza è racchiusa
in un voluminoso faldone che l’italiano Sergio
Genchi, consigliere del
ministro delle telecomunicazioni serbo, sintetizza
così: «Istituzione di
un’Authority, deregulation immediata del settore,
fine del monopolio delle
linee fisse, liberalizzazione delle tariffe».
Il ministro delle telecom, la signora Marija Raseta
Vukosaljevic, ingegnere,
rappresenta lo Stato e quindi con il 51% il maggior
azionista della Telecom
Serbia, che ha chiesto alla Tim nel colloquio tra
il presidente Roberto
Colaninno e il primo ministro Zoran Dijndijc di
rimuovere l’attuale dirigenza
italiana che ha il controllo operativo. Il ministro
dà un giudizio secco
sull’operazione di vendita del 49% a italiani e
greci nel ’97 per 1,56 miliardi
di marchi: «Non è stato un buon affare per la
Serbia: il nostro obiettivo oggi
è rimettere ordine nella società e rivedere il
contratto».
Ma il fatto davvero sorprendente è che la signora
Raseta afferma di non
aver mai visto un bilancio Telecom. Una situazione
paradossale che il
ministro spiega in questo modo: «Una volta
incassati i contanti il regime
precedente si è disinteressato della società». E i
soldi, l’iniezione di cash
che nel ’97 ha tenuto a galla Slobo, dove sono
finiti? «Non lo sappiamo»
risponde il ministro che non vuole commentare gli
articoli della stampa
italiana su possibili tangenti internazionali
nell’affare.
In realtà i soldi dei serbi sono stati in parte
spesi o hanno fatto il giro del
mondo. La fetta maggiore, 1,2 miliardi di marchi è
transitata, ma solo di
passaggio, nel Fondo nazionale di Sviluppo, poi in
banche straniere e
offshore, oppure come prestiti in società dai
bilanci dolorosamente in
rosso, o ancora nel circuito del credito locale a
tassi di interesse molto alti.
La Slobo-economia ha spolpato la Telecom, come
tutto il resto,
distribuendo un po’ di consistenti mance qua e là.
Il direttore del Fondo di sviluppo ora è lo stesso
premier che ha piazzato
nei ministeri i suoi «Dijndijc Boys», quasi tutti
provenienti dall’estero dove
lavoravano per multinazionali o società di
consulenza: «Se creano
difficoltà a uno di noi andiamo tutti via»,
minaccia ironicamente il
vice-governatore della Banca centrale, ex McKinsey,
che continua a fare il
pendolare come i ministri delle Finanze, delle
Privatizzazioni e dell’Energia,
tra Belgrado, Francoforte, Parigi e Londra. Le
riforme economiche
dell’amministrazione saranno il test che dirà nei
prossimi mesi chi comanda
davvero a Belgrado tra il presidente Kostunica e la
Serbia tradizionale, da
una parte, e i modernisti filo-occidentali
dall’altra.
All’incrocio delle principali direttrici dei
Balcani, dal Danubio all’autostrada
Nord-Sud, la Serbia spera negli investimenti
stranieri per sfruttare questo
asset strategico che è la posizione di Belgrado tra
Est e Ovest: ferrovie,
telecomunicazioni e pipeline, interessano Germania,
Grecia, Austria, Italia,
ma anche gli Usa. Gli investimenti di importanti
capitali privati con la vendita
di qualche gioiello di famiglia e le infrastrutture
finanziate dall’Europa
possono fare recuperare ai serbi il decennio
perduto con Milosevic. Ma
nessuno può permettersi di dimenticare che i
Balcani sono soprattutto la
loro storia e soltanto in alcuni momenti anche la
loro economia.

"Humanity" on the Danube

political analyst and definite annoyance to the New

"The Danube has been blocked along a vital
stretch in Serbia since 1999, when NATO
bombings destroyed several bridges....The
economies of Romania, Bulgaria and
Yugoslavia have lost more than a half billion
Euros because of the blocked river at Novi
Sad, in addition to thousands of layoffs in the
shipping industry...." (From 'Reuters' article,
excerpts below)
The fact that the bridges in question had no conceivable
connection with Kosovo, the supposed reason for the
NATO aggression, is not mentioned in the 'Reuters'
article (excerpts below). The article does report that
the domestic economies of several already
impoverished countries were further devastated by the
blocking of the Danube, with a terrible cost to the living
standards of millions of people. Please note that the
article avoids any criticism of NATO on this count - and
rightly so for the NATO pilots who bravely bombed
civilians (and their bridges) from 50,000 feet were
preventing Humanitarian Disaster, so the suffering of
millions was no big deal, plus most were Slavs anyway.
So why the rush to open the Danube now? Because
Germany, a leading Humanitarian Bomber, needs it
opened, that's why. Because without the Danube, the
German Establishment is losing money, and they're
Humanoids too, you know.
President Milosevic (see below) refused to halt repair
work on homes, factories, rail lines, maternity wards,
broadcast facilities, power grids, energy and water
plants, which NATO bombed, and clear the Danube,
which NATO also bombed. What was his problem? Why
couldn't he get with the program? Didn't he know that
German Foreign Minister Fischer needs the Danube to
ship 1,000 Leopard tanks to Turkey so they can
slaughter the Kurds, at an affordable price? (1)

Danube Through Serbia Closed to
Year End
BUDAPEST, Apr 13, 2001 -- (Reuters) Shipping on the
Danube River through Serbia will not resume before
the end of the year, despite a deal to begin clearing
NATO bomb debris, [Hellmuth Strasser] head of the
Danube Commission said on Thursday.
The Danube has been blocked along a vital stretch in
Serbia since 1999, when NATO bombings destroyed
several bridges...
The economies of Romania, Bulgaria and Yugoslavia
have lost more than a half billion euros because of the
blocked river at Novi Sad, in addition to thousands of
layoffs in the shipping industry, he said.
Almost two years after the bridges were bombed, the
11-nation Danube Commission awarded a 26 million
euro contract to a Danish-Hungarian consortium to
begin clearing the debris...
"Basically (Slobodan) Milosevic's government had
stalled our project at least five or so months," he said.
"But when the new government came to power,
literally, we had the green light."
The [non-Yugoslav] consortium that won the contract
will begin clearing debris in the next few weeks,
Strasser said. The first agenda item will be de-mining
the area from NATO bombs that destroyed the three
bridges...
[Note: Prof. Michel Chossudovsky points out that the
Danish-Hungarian consortium will be paid at standard
world rates for clearing the Danube. They will employ
highly skilled Yugoslav workers and pay them one
twentieth of what they'd have to pay a Danish worker.

"Humanity" on the Danube

"The Danube has been blocked along a vital
stretch in Serbia since 1999, when NATO
bombings destroyed several bridges....The
economies of Romania, Bulgaria and
Yugoslavia have lost more than a half billion
Euros because of the blocked river at Novi
Sad, in addition to thousands of layoffs in the
shipping industry...." (From 'Reuters' article,
excerpts below)
The fact that the bridges in question had no conceivable
connection with Kosovo, the supposed reason for the
NATO aggression, is not mentioned in the 'Reuters'
article (excerpts below). The article does report that
the domestic economies of several already
impoverished countries were further devastated by the
blocking of the Danube, with a terrible cost to the living
standards of millions of people. Please note that the
article avoids any criticism of NATO on this count - and
rightly so for the NATO pilots who bravely bombed
civilians (and their bridges) from 50,000 feet were
preventing Humanitarian Disaster, so the suffering of
millions was no big deal, plus most were Slavs anyway.
So why the rush to open the Danube now? Because
Germany, a leading Humanitarian Bomber, needs it
opened, that's why. Because without the Danube, the
German Establishment is losing money, and they're
Humanoids too, you know.
President Milosevic (see below) refused to halt repair
work on homes, factories, rail lines, maternity wards,
broadcast facilities, power grids, energy and water
plants, which NATO bombed, and clear the Danube,
which NATO also bombed. What was his problem? Why
couldn't he get with the program? Didn't he know that
German Foreign Minister Fischer needs the Danube to
ship 1,000 Leopard tanks to Turkey so they can
slaughter the Kurds, at an affordable price? (1)

Danube Through Serbia Closed to
Year End
BUDAPEST, Apr 13, 2001 -- (Reuters) Shipping on the
Danube River through Serbia will not resume before
the end of the year, despite a deal to begin clearing
NATO bomb debris, [Hellmuth Strasser] head of the
Danube Commission said on Thursday.
The Danube has been blocked along a vital stretch in
Serbia since 1999, when NATO bombings destroyed
several bridges...
The economies of Romania, Bulgaria and Yugoslavia
have lost more than a half billion euros because of the
blocked river at Novi Sad, in addition to thousands of
layoffs in the shipping industry, he said.
Almost two years after the bridges were bombed, the
11-nation Danube Commission awarded a 26 million
euro contract to a Danish-Hungarian consortium to
begin clearing the debris...
"Basically (Slobodan) Milosevic's government had
stalled our project at least five or so months," he said.
"But when the new government came to power,
literally, we had the green light."
The [non-Yugoslav] consortium that won the contract
will begin clearing debris in the next few weeks,
Strasser said. The first agenda item will be de-mining
the area from NATO bombs that destroyed the three
bridges...
[Note: Prof. Michel Chossudovsky points out that the
Danish-Hungarian consortium will be paid at standard
world rates for clearing the Danube. They will employ
highly skilled Yugoslav workers and pay them one
twentieth of what they'd have to pay a Danish worker.
