Ma non fa nessuna differenza per il Dipartimento di Stato USA che, per bocca del portavoce Marie Harf, continuano a ritenere responsabili dell'abbattimento i miliziani del Donbass. Per ora, non è dato udire o leggere qualcosa in merito dai media di casa nostra.
E tale continua a essere a un anno di distanza; così che non c'è nessuna necessità di portare prove a dimostrazione. E' sufficiente diffondere il teorema della malvagità di Mosca e dei suoi addentellati nel Donbass, perché ogni canale televisivo mondiale, sia a Sidney (la maggior parte delle vittime erano australiane, olandesi e belghe), a Amsterdam (l'Ucraina, formalmente competente per le indagine, delegò subito la faccenda al territorio olandese), a Washington (i satelliti USA, ufficialmente, non hanno mai registrato nulla dell'accaduto) lo “dimostri”, basandosi ora su l'uno ora sull'altro degli enunciati euclidei, secondo una ben sperimentata petitio principii che non abbisogna di opzioni diverse.
E di opzioni diverse, invece, ce ne sono tuttora, quando le indagini non sono affatto concluse (al momento si parla del prossimo ottobre) e quando dal mar del Nord e dall'Oceano pacifico si mettono in circolazione video (la cui autenticità le stesse autorità australiane dicono doversi ancora dimostrare) o si invocano costituzioni di tribunali ONU che dovrebbero suggerire agli inquirenti la pista desiderata.
Dunque, le opzioni.
Come mai, nel marzo scorso, si chiede la Komsomolskaja pravda, in Olanda furono mostrati ai giornalisti solo alcuni frammenti del Boeing abbattuto, mentre la maggior parte giaceva ancora nelle steppe del Donbass?
Già due giorni dopo l'accaduto, il Ministero della difesa di Mosca dichiarava che i controlli radiotecnici russi avevano registrato l'attività della stazione di radiolocalizzazione ucraina “Kupol” annessa al complesso missilistico “Buk-M1”, nella zona di Stylo, 30 km a sud di Donetsk. I dati del controllo (foto satellitari) sulla dislocazione di un complesso “Buk” ucraino, proprio nel giorno del disastro, a ridosso, ma fuori dalla zona controllata dalle milizie, venivano mostrati ai giornalisti il 21 luglio dal capo di stato maggiore russo Andrej Kartapolov, insieme a quelli sulll'intensificarsi dell'attività del “Kupol”. A tale versione si sono attenuti anche gli esperti dell'impresa “Almaz-Antej”, costruttrice del complesso missilistico: secondo la tesi da loro resa pubblica a inizio del giugno scorso, se il Boeing fu abbattuto da terra, ciò poteva essere opera solo di un missile 9M38M1, del complesso “Buk-M1”, che in Russia non viene più prodotto dal 1999 e che è invece in dotazione alle forze armate ucraine. Ieri il vice capo dell'Agenzia russa per il trasporto aereo, Oleg Storčevoj, ha dichiarato che, se effettivamente si fosse trattato di un missile terra-aria lanciato dal territorio liberato, come sostiene oggi ad esempio l'americana CNN, il sistema di localizzazione di Rostov sul Don l'avrebbe registrato; ma così non è stato. Storčevoj ha anche sottolineato lo strano momento per cui, all'epoca, erano stati vietati i voli sulla Crimea (a causa della sua unione alla Russia), ma non invece quelli sulla zona di guerra nel Donbass. Misteri della politica, quando vola sui cieli dell'interesse atlantico.
Altra opzione.
Il capo di stato maggiore dell'aviazione russa, generale Igor Makušev, sostiene che i controlli radar avevano registrato la presenza, a 3-5 km dal Boeing malese, di un aereo militare ucraino. Il Su-25 è dotato di razzi aria-aria in grado di colpire un bersaglio a 12 km di distanza. Tale versione è stata successivamente confermata (e più di una volta ne hanno parlato fonti diverse, di cui si è fatto cenno anche su Contropiano) dall'ucraino Evgenij Agapov, all'epoca in servizio presso l'aviazione ucraina in un aeroporto non distante da Dnepropetrovsk, e poi fuggito in Russia. Komsomolskaja pravda già nel dicembre scorso diffuse il video con l'intervista ad Agapov, in cui questi dichiarava che il 17 luglio 2014 <con compiti di guerra, decollò il Su-25 dell'evizione ucraina pilotato dal capitano Vološin> (tre gli aerei che si erano alzati in volo ma uno solo fece ritorno alla base) e che il velivolo rientrò alla base privo dell'armamento e che Vološin, sceso sconvolto dal mezzo, esclamò <l'aereo si è trovato al momento sbagliato nel posto sbagliato>. Secondo Agapov, il riferimento sarebbe stato al Boeing malese. Inoltre, ieri, una indagine non ufficiale avrebbe portato prove secondo cui il razzo aria-aria che colpì la cabina di pilotaggio del Boeing malese sarebbe verosimilmente, per le caratteristiche del foro provocato nella carlinga, un “Piton” israeliano, un discreto quantitativo dei quali a inizio anni 2000 andò a rifornire le forze aeree georgiane e da queste sarebbe passato poi a quelle ucraine.
Ma queste erano opzioni. Al contrario, ovviamente, il giorno successivo la tragedia, il presidente ucraino Porošenko dichiarò che tutto era opera <degli aggressori e degli insorti del Donbass> e, rispettando la formula di Tertulliano “ci credo, perché è assurdo”, basò le sue parole su un'intercettazione di trasmissioni delle milizie, subito rivelatasi falsa. Così come false risultarono alcune foto della scia lasciata dal “Buk” che, a detta del consigliere del Ministro degli interni, Anton Geraščenko, sarebbe stato lanciato dalle milizie popolari; venne fuori che foto e video si riferivano alla zona di Krasnoarmejsk, sotto controllo governativo ucraino.
A che punto si è dunque giunti oggi, quando la Malesia, sotto stimoli molto interessati, chiede l'istituzione di un tribunale internazionale e a Mosca – accusata di aver “patrocinato” l'abbattimento, fornendo le armi – è stato soltanto trasmesso un brogliaccio con i dati sommari delle indagini?
Si può dire, intanto, che all'epoca dell'abbattimento, le milizie si trovavano in una situazione difensiva (Slavjansk era stata da poco occupata dalle forze ucraine) e non puntavano certo ad attacchi, quali che fossero. L'operazione “Boeing”, in se stessa, rimanda invece ad altre situazioni similari. Ancora Komsomolskaja pravda ricorda l'operazione USA “Northwoods” del 1962 su Cuba. Ma si potrebbe citare anche la vicenda del Boeing 747 coreano, fatto deviare (con ogni evidenza, per provocare proprio l'incidente) dalla rotta stabilita e abbattuto da un caccia russo sulla Kamčatka nel 1983.
Già il 22 luglio dello scorso anno, NTV riportava un comunicato del Ministero della Difesa russo secondo cui i controlli avevano mostrato come sulla rotta del Boeing 777 malese volasse un caccia dell'aviazione ucraina Su-25, come l'aereo malese avesse deviato di 14 km dalla rotta dopo aver sorvolato Donetsk e come nello stesso periodo di tempo fossero in volo altri due aerei passeggeri (Copenhagen-Singapore e Copenhagen-Dehli) e l'aereo malese avesse improvvisamente ridotto la velocità di circa 200 km/h. Lo stesso giorno, Kommersant riferiva come il responsabile della direzione operativa dello stato maggiore russo Andrej Kartapolov, avesse puntualizzato che un aereo civile può effettuare una così sensibile deviazione dai limiti del corridoio aereo o su ordine del servizio di assistenza aerea, oppure per aggirare un fronte di tempesta e la manovra deve ricevere obbligatoriamente l'assenso dei servizi a terra. Da parte sua, il capo della direzione delle forze aeree russe Igor Makušev aveva aggiunto che era stata registrata <la quota di volo dell'aereo dell'aviazione militare ucraina, presumibilmente un Su-25>, in direzione dell'aereo civile malese, che il servizio di assistenza aerea russo, <avendo richiesto al velivolo apparso di qualificarsi>, non aveva ricevuto risposta, dato che, presumibilmente, non era fornito del sistema di doppio riconoscimento, come è d'uso per gli aerei militari. Dopo che il Boeing scomparve dai radar, l'aereo militare, secondo le sue parole, <fece barra sopra l'area in cui era caduto il mezzo civile>.
Ieri, il Presidente del parlamento della Repubblica popolare di Donetsk, Andrej Purghin, ha definito “non costruttivo per le indagini” il tentativo di istituire un tribunale internazionale: <nulla del genere è stato fatto> ha detto <quando ad esempio l'Ucraina abbatté un aereo israeliano sul mar Nero> (si trattava di un Tupolev della Siberian airlines in volo tra Tel Aviv e Novosibirsk) o quando, ha dichiarato il Ministro degli esteri russo Sergej Lavrov, gli americani abbatterono l'aereo civile iraniano, con 290 persone a bordo, nel periodo di tensione tra USA e Iran. Lavrov qualifica l'insistenza sulla creazione del tribunale internazionale, come tentativo di esercitare pressioni sugli inquirenti. Purghin ha anche detto che l'indagine olandese <riveste un carattere chiuso, quasi di casta, perciò non infonde fiducia e lascia in sospeso molte domande sulla stessa metodologia d'indagine>.
Oggi nella Repubblica di Donetsk, nell'area dei villaggi di Grabogo, dove cadde l'aereo e di Petropavlovko (l'area delle ricerche dei resti) e nella vicina città di Šakhtërsk sono fissate iniziative funebri, per ricordare i 298 morti. Con le parole con cui Neottolemo ammonì Odisseo: <E giustizia scaltrezza sovrasta>.
<Sullo sfondo del sempre più acceso dibattito al Consiglio di Sicurezza delle Nazioni Unite sull'opportunità della istituzione di un tribunale internazionale per le indagini sulla tragedia del Boeing della Malaysia Airlines abbattuto un anno fa sul Donbass, giunge dall'Olanda una dichiarazione che può cambiare radicalmente il contenuto delle discussioni.
Il rappresentante della Procura Generale dei Paesi Bassi, Wim de Brun, ha dichiarato a "Interfax" che, nel quadro dell'inchiesta, si stanno tuttora analizzando due versioni – che l'aereo sia stato abbattuto da un missile "terra-aria" oppure da uno "aria-aria". E' possibile che i risultati provvisori delle indagini vengano pubblicati entro la fine dell'anno.
Quasi in contemporanea con le notizie dall'Olanda, è giunta da New York l'informazione sul rinvio della votazione, inizialmente prevista per la prossima settimana, della risoluzione sull'istituzione del tribunale internazionale.
Si può presumere che esista un legame tra questi due eventi. I paesi che insistono sull'istituzione del tribunale – oltre alla Malesia anche Belgio, Gran Bretagna, Australia e Ucraina – contavano sul fatto che l'indagine condotta dagli olandesi avrebbe dimostrato in modo univoco, in primo luogo, che il Boeing era stato abbattuto da un missile lanciato da terra e che, quindi, in secondo luogo, si sarebbe così individuata la responsabilità delle milizie popolari del Donbass.
Ma, secondo il rappresentante della procura generale dei Paesi Bassi, le responsabilità per l'abbattimento del velivolo non sono ancora state stabilite. E il fatto che sul tavolo degli investigatori ci sia la versione di un possibile attacco aereo contro il Boeing - che confermerebbe univocamente la responsabilità di Kiev per l'accaduto - può risolversi in un grave impaccio per le autorità ucraine>.

The twentieth anniversary of Srebrenica this year was marked by an intense propaganda campaign to reinvigorate the official narrative, focusing on the aggressively promoted memes of “genocide” and “8.000 executed men and boys.” Calm and reasoned examination of July 1995 events in Srebrenica and their background was notably missing. It so happened that 2015 marks another Srebrenica-related anniversary, the 2005 publication of the detailed Report of the Srebrenica Research Group. We therefore invited Prof. Edward Herman and David Peterson, as well as other original members of the group who are still active, to collaborate in the production of an Update on Srebrenica ten years later. What has changed? What new data are available now? Do facts about Srebrenica, as we have them today, challenge or reinforce the fundamental conclusions reached by Srebrenica Research Group in 2005?
Prof. Edward Herman and David Peterson kindly responded to our invitation to re-examine Srebrenica and the remarkable result is this Update. “Srebrenica Historical Project” has the honor and pleasure to make this updated report, which might also be called “Srebrenica Revisited,” available to the general public.

Srebrenica’s legacy should be one of peace, not war
This weekend marks the 20th anniversary of the Srebrenica massacre. Around 8,000 men and boys were killed by Bosnian Serb forces in the worst single massacre in the wars in the Balkans in the 1990s.
The International Criminal Tribunal for the former Yugoslavia deemed the massacre genocide, a finding upheld by the International Court of Justice. But have the right lessons been learnt from this appalling tragedy?
Srebrenica, along with the genocide in Rwanda, is regularly cited by 'liberal interventionists' in the West as an example of what happens when the US and its closest allies don’t ‘intervene’. It has been used not to promote peaceful solutions to disputes, but to strengthen the neocon/faux-left case for wars (aka, 'humanitarian interventions') against independent, resource rich countries that don’t run their economies to the benefit of the Western elites or have the ‘right’ i.e. pro-Western foreign policy orientation. We saw a classic example in 2011, during the build up to the NATO war against Libya.
We are told that British Prime Minister David Cameron pushed for military action against Colonel Gaddafi in Libya in 2011 because he did not want another Srebrenica. ‘There was a very strong feeling at the top of this government that Benghazi could very easily become the Srebrenica of our watch. The generation that lived through Bosnia is not going to be the pull-up-the-drawbridge generation, a Whitehall source told the Guardian.
But today, after that 'humanitarian intervention' to stop a possible Srebrenica, Libya is a failed state and a country in which thousands of people have been killed in the post-NATO violence, and which is far too dangerous for Westerners to visit.
‘If the Libya war was about saving lives it was a catastrophic failure’ wrote the Guardian’s Seumas Milne in 2011, and things have got much worse since then.
A 'Stopping another Srebrenica' liberal interventionist foreign policy has led to far greater loss of life than that which occurred in Srebrenica, and ironically the largest number of victims of the West’s policy have been Muslims. ‘Humanitarian intervention’ has led to the most un-humanitarian consequences.
In any case, the argument that Srebrenica was an example of what happens when the ‘benign’ West does not intervene to stop the bad guys is misleading to say the least.
While the direct responsibility for Srebrenica lies with those who ordered and carried out the slaughter, it's worth remembering that the massacre did not take place in a vacuum. It was part of a bloody conflict, which would not have occurred in the first place without Western interference.
Yugoslavia, a non-aligned communist nation, served its purpose in the old Cold War, but once the Berlin Wall came down it became the ’expendable country‘ for the Western elites. The last thing these elites wanted in the 90s was the continued existence of a large, independently minded country in southeast Europe, one that had a large army and where socialist and communist parties remained popular. "In post-Cold War Europe no place remained for a large, independent-minded socialist state that resisted globalization” admitted George Kenney, a former Yugoslavia desk officer at the US State Department.
As part of their strategy, the West supported politicians who wanted Yugoslavia to be broken up, men such as Franjo Tudjman in Croatia, and Alija Izetbegovic in Bosnia. At the same time they opposed and later demonized those who did not want a break-up of the country, such as Serbia’s socialist leader Slobodan Milosevic, who had declared at a meeting with European Community ‘arbitrators’ in October 1991: "Yugoslavia was not created by the consensus of six men and cannot be dissolved by the consensus of six men.” Serbia’s leaders wanted a referendum in which all Yugoslav citizens would be able to decide whether they wanted to stay in Yugoslavia, but the pro-secessionist leaders of the other republics, backed by the West, opposed such plans.
Germany, keen to have new client states in the region, promised Slovenia and Croatia diplomatic recognition if they broke away from Yugoslavia.
The US championed the cause of an ‘independent’ Bosnia. Washington opposed initiatives that would have kept Bosnia in Yugoslavia and urged Alija Izetbegovic to be more ambitious in his demands.
The man who really lit the blue touch paper for the Bosnian War was not Slobodan Milosevic, the Western war machine's number one bogeyman in the Balkans, but the US Ambassador Warren Zimmerman who urged Izetbegovic to renege on his acceptance of the 1992 Lisbon Agreement, which provided for the peaceful division of an independent Bosnia. ‘If you don’t like it, why sign it?’ said Zimmerman, a man who is largely forgotten today, but whose negative intervention helped plunge Bosnia into a vicious war.
Of course, at the 20th anniversary of Srebrenica all this background has been quietly ignored in the West. We are meant to condemn (quite rightly) the perpetrators, but not delve too deeply into how the fighting broke out in the first place. If there is mention of the wider picture in neo-con media, it’s usually to blame Milosevic for what happened, even though the International Court of Justice in 2007 ruledthat Serbia had not ‘committed genocide,’ not ‘conspired to commit genocide nor incited to commit genocide,’ and that Serbia had not been ‘complicit in genocide’.
If the US can be blamed for plunging Bosnia into civil war and sabotaging attempts to solve differences between the various parties peacefully, there is also US culpability for the Srebrenica massacre itself, according to a new Dutch television documentary. The programme claimed that American spies knew that Muslims were in grave danger in Srebrenica, but the US ruled out airstrikes against the Bosnian Serb military. “The shillyshallying on the Bosnian enclaves was gross political ineptitude and led to the evil of mass murder in Srebrenica,” wrote Robert Fox in the Evening Standard.
Although Srebrenica was the worst single massacre to take place in the Balkan wars, it’s also important to remember that terrible crimes were committed by all sides, including the NATO powers who illegally bombed the rump of Yugoslavia in 1999, and whose ‘hits’ included a passenger train, a television studio, a hospital, a refugee column and an old people’s home.
In the West we tend to hear only about Serbian crimes in the 1990s, because it was Serbia’s leadership that thwarted western ambitions in the region. But the Serbs, cast by the neocons and faux-left imperialists as the boo-hiss baddies of a black-and white conflict, suffered greatly too in the Balkan wars.
In ’Operation Storm’ in August 1995, around 200,000 Serbs were driven from their homes in the Krajina region in Croatia, in an operation that received the green light, logistical and technical support from the US.
“The Croatian rampage through the region left a trail of devastation. Croatian special police units, operating under the Ministry of Internal Affairs, systematically looted abandoned Serbian villages. Everything of value (cars, stereos, televisions, furniture, farm animals) was plundered and homes set afire,” wrote Gregory Elich in ‘NATO in the Balkans.’
If an ‘official enemy’ had carried out such an act of ethnic cleansing, we can be sure that there would have been several Hollywood films made about it by now, but it was carried out by the West’s allies and with Western help, so it has effectively been airbrushed out of history.
Another ‘non-event’ as far as neocon ‘humanitarians’ are concerned was the massacre of 49 Serbs on Orthodox Christmas Day 1993 in the village of Kravica, near Srebrenica. As I noted in my 2008 Guardian article on Serbophobia: “The town (Kravica) recently held a commemorative service to mark the 15th anniversary of the atrocity: no members of ‘the international community’ were present.”
Of course, the fact that Serbs had been massacred in the area previously in no way excuses what took place at Srebrenica in July 1995. But it does show that the Srebrenica massacre was part of a brutal conflict in which many other heinous crimes took place: crimes that the Western elites want us to forget as they don’t fit in with the dominant narrative that the Serbs were to blame for everything.
Had the Western powers acted responsibly in the 1990s and made it clear that they would not support illegal, unconstitutional breakaways from Yugoslavia, then its highly likely that war in the Balkans would have been avoided.
However, the West did the worst possible thing: they encouraged separatist leaders, fomented a civil war and then stood by as an appalling massacre took place. Then to make things even worse, they have used the massacre as a justification for more ‘interventions’ that have killed many more people.
It was a similar scenario with Rwanda, the other example that liberal interventionists love to use to justify their ‘humanitarian’ wars. The genocide that occurred there was preceded by US attempts to destabilize the country and to use the Tutsi-dominated Rwanda Popular Front (RPF), (which invaded Rwanda from US ally Uganda in 1990) to fight against the Hutu government, which was a block on the US attempts to increase its influence in the region.
Again, this background is rarely discussed; only the genocide against the Tutsi which broke out after the plane carrying Rwanda’s Hutu President, Juvenal Habyarimina was shot down as it came in to land at Kigali airport.
The role of foreign powers in destabilizing Rwanda and fomenting civil war for furtherance of their geo-political aims doesn’t fit in with the neat and tidy ‘liberal interventionist’ narrative that the Rwandan genocide occurred because the US and its allies ‘did nothing.’
This weekend, it’s right and proper that we pause to remember the men and boys whose lives were so brutally extinguished in the massacre at Srebrenica. Yet, as terrible as Srebrenica was, the numbers killed there have been dwarfed by the number of people killed in the last twenty years in Western wars of intervention. Earlier this year, a new report, which I discussed in a previous OpEdge piece here, revealed that at least 1.3 million people had lost their lives in the so-called US led ‘Wars on Terror’ in just three countries, Iraq, Pakistan and Afghanistan.
In addition to these, we must also add the numbers of people who have been killed in Libya, during and after the NATO intervention, in Yemen, in Palestine/Gaza and in Syria, a conflict fuelled by the support of the US and its allies for violent ‘rebels.’ It would have been over ages ago if the US had genuinely wanted peace, instead of gunning for ‘regime change’ at any cost.
There is more than a whiff of hypocrisy when Western leaders stand with solemn expressions on their faces at Srebrenica memorial services, yet evade any responsibility for the death and destruction their own warmongering policies have caused.
The Muslims massacred at Srebrenica are remembered (rightly), but there are no ceremonies for the millions of Muslims killed in Iraq, Gaza, Libya, Afghanistan, Pakistan and elsewhere by the US and its allies.
It leaves a bad taste in the mouth too when those who supported the illegal invasion of Iraq and other recent Western military ‘interventions’ that have caused large scale loss of life, have the audacity to falsely and libelously accuse genuine anti-war, anti-genocide voices, such as the media monitoring organization Media Lens, of denying the Srebrenica massacre.
We should never allow supporters of the Iraq war, which has led to the deaths of around 1 million people, to claim the moral high ground when it comes to the Balkans.
Twenty years on, it’s time we learnt the right lessons of Srebrenica and not the wrong ones the neocons want us to learn. We need less Western ‘intervention’ around the world, not more. We need more genuine peacemaking and an end to the fomenting of civil wars in countries the Western elites want ‘regime changed’ or destroyed. And whenever we hear or read a neocon or ‘liberal’ hawk calling for Western ‘intervention’ in this or that country to prevent ‘another Srebrenica,’ we need to remind them how many innocent people have been killed by Western ‘interventions’ since Srebrenica, and also how the Balkan wars started in the first place.

Fu così che Srebrenica, sotto gli occhi del mondo, peraltro assai distratto, diventò progressivamente un grande campo di concentramento, in cui furono praticati abusi e torture, fra le più barbariche.
Nel luglio 1995, i Serbi decisero di entrare a Srebrenica in forze, chiesero la consegna di tutti gli uomini validi e la benzina necessaria per evacuarli e portarli in altri campi. Ebbero gli uomini ed ebbero trentamila litri di benzina, proprio dai Caschi Blu, che preferirono non fare domande.
Le scene della evacuazione e della destinazione a specifici campi, nonché quelle di ciò che avvenne all’interno della città, anche sulle donne, delle quali molte furono violentate o subirono feroci torture, furono fotografate perfino dai satelliti, ma nessuno intervenne.
Gli uomini furono letteralmente massacrati, prima con le forme più barbariche (molti furono uccisi a randellate o a colpi di ascia) e poi, per accelerare i tempi, fucilati. Ottomila vittime all’incirca, ma di circa milleduecento non sono stati ancora trovati i corpi. Un certo numero di resti è stato tumulato tre giorni fa, in occasione della giornata di ricordo. Insomma un orrendo massacro, risoltosi in una vera e propria “pulizia etnica”.
Difficili furono perfino le ricerche dei responsabili; la Corte di Giustizia dell’Aja riuscì a processare e condannare 14 persone, ma si stentò molto ad ottenerne la consegna. Due responsabili di primo piano attendono ancora oggi il verdetto.
Si è discusso tardivamente, se si sia trattato di un massacro o di un vero e proprio “genocidio”. Non si tratta di una questione etimologica; i massacri, purtroppo, possono avvenire e sono avvenuti nel corso della seconda guerra mondiale, per tanti motivi, sempre abietti e disumani; ma il genocidio è qualcosa di più, è la volontà di eliminare un popolo, una razza, se possibile, di fare insomma quella che è stata definito una “pulizia etnica”. Il Tribunale penale dell’Aia e la relativa Corte d’Appello hanno affermato trattarsi di un genocidio, ma l’ONU non è ancora riuscita a riconoscerlo. Anche in questo periodo è stata presentata una nuova mozione a riguardo, ma è stato subito posto il veto, per esempio, dalla Russia.
Questa vicenda terribile si presta a considerazioni molto amare: dove eravamo, tutti, l’11 luglio del 1995? Quanti hanno saputo e non si sono neppure troppo commossi (in fondo, si è pensato, erano mussulmani); le grandi potenze hanno obbedito a interessi nei quali non c’è posto per i diritti umani; l’ONU, come spesso accade, non è servita a nulla (anzi le sue truppe hanno perfino consegnato la benzina ai massacratori e non hanno alzato un dito per difendere “l’area protetta”).
Come questo possa avvenire in un mondo che pretende di essere “civile” è veramente incredibile e inquietante. Certo, numericamente, sono accaduti fatti ancora più gravi in Africa (basterebbe ricordare il milione di Tutsi uccisi in Ruanda); ma, a prescindere dal fatto che l’Africa è più lontana e spesso i fatti arrivano alla nostra conoscenza tardivamente e male, anche lì non ci furono interventi validi dell’ONU, né alcuno si oppose concretamente al massacro. Dunque, non è questione di numeri, ma della concreta possibilità che tremende vicende di questo tipo si verifichino ovunque, anche a due passi da casa nostra, nella predominanza di interessi poco edificanti e tra il rassegnato e disinformato silenzio dei popoli.
Eppure, esiste dal 1948 una “Dichiarazione Universale dei Diritti dell’Uomo”, emanata dall’ONU e accolta con entusiasmo da quanti pensarono che bastasse una dichiarazione così solenne e unitaria, poco dopo l’esperienza di un’altra tremenda guerra mondiale, ad esorcizzare ogni pericolo.
Ne hanno fatto strazio, di questi diritti umani, in tanti e in tanti Paesi, per cui Srebrenica è oggi divenuta un simbolo di una realtà che raccoglie, oltre alla barbarie degli autori del “genocidio” , anche il cinismo dei potenti, la loro obbedienza talora ad interessi poco commendevoli e non rispettosi della persona umana, l’inefficienza e l’incapacità dell’ONU ad essere un organismo capace di dirimere i conflitti internazionali e di prevenire o impedire la barbarie.
Ancora una volta, bisogna alzare la voce, ognuno col suo Governo e col suo Parlamento e tutti con l’ONU, perché la Dichiarazione dei Diritti dell’Uomo diventi davvero un documento imprescindibile capace di sottrarre l’umanità alla discrezionalità delle scelte e degli interessi dei poteri forti, al predominio, di tanti tipi di fondamentalismi, che avanza.
Srebrenica ci ricorda che siamo in pericolo, non solo in Africa, in Medio Oriente, nel Mediterraneo ma anche qui, nei nostri Paesi, nella nostra “Europa unita”, perché non riusciamo a sconfiggere, in realtà, mali terribili come il fondamentalismo, la xenofobia, il razzismo, le disuguaglianze.
Infine, bisogna svolgere una grande azione di informazione e conoscenza del valore immenso che è insito nei “diritti umani”. Bisogna che essi siano davvero sacri, nell’interesse di tutti; occorre che là dove essi vengono colpiti intervenga sempre la giustizia, non riconoscendo, né primazia di poteri, né confini invalicabili rappresentati dalla sovranità degli Stati. Vicende come quella di Srebrenica non devono essere più concepibili, in nessuna parte del mondo, quale che sia la religione, la razza, l’etnia delle vittime; e se, nonostante tutto, questi fatti riescono ad accadere, bisogna che la punizione arrivi presto e con durezza, con l’impegno di tutti gli Stati a consegnare i responsabili, appunto, alla giustizia e con una precisa assunzione di responsabilità da parte di tutti coloro cui compete.
Parole al vento? Spero di no. Ma ancora una volta non si tratta di pretendere da altri che facciano il loro dovere; il valore fondamentale dei diritti umani esige uno schieramento in loro difesa da parte di tutti, in prima linea. Se ciò avvenisse, la proclamazione dei Diritti Universali dell’Uomo, diventerebbe finalmente un imperativo categorico cui a nessuno sarebbe consentito di sottrarsi.
